HomeMy WebLinkAbout2009 09 28 Regular 602 Direction On The Trail Bridge FlagsCOMMISSION AGENDA ITEM 602 September 28, 2009 Meeting CONSENT INFORMATIONAL I PUBLIC HEARING I I REGULAR I X MGR 1,1.J~ /DEPT ~~~~ Authorization REQUEST: Public Works Department Requesting Commission Direction on the Trail Bridge Flags PURPOSE: The purpose of this Board item is for the Commission to Direct Staff on the trail bridge flags. CONSIDERATIONS: This agenda item is needed to discuss the flags on the trail bridge over State Road 434. The City Commission reviewed this item on January 28, 2008. Staff had obtained approval from the County with stipulations; • Obtain FDOT approval • City to be responsible for ensuring the flags are flown in accordance with official rules • Only the American, State, County and City flags allowed After reviewing the stipulations, the Commission approved a motion on January 28, 2008 to "... flying the flags from these four poles and fly them appropriately within all the laws of the lands...". Staff has reviewed the protocols for government flags and ascertained that the American flag would require illumination to remain in place continuously. No power is available on the bridge. In addition, all government flags should follow the same flag protocol as the American flag when directed to be at half mast. This occurs much more frequently than originally thought (occurring twice in the last month alone). The County has received tentative approval from the FDOT for the installation of those flags only. The City wanting to install the flags and being responsible for the aesthetics of the overpass needs to formally request approval from Mr. Richard B. Morrow, P.E., FDOT District Traffic Operations, Florida Department of Transportation, 719 South Woodland Blvd., Deland, Florida 32720-6834. The FDOT will probably make the approval contingent on following conditions: - The City will be responsible for ensuring the flags are flown in accordance with official rules. - If a safety problem develops related to the flags, then the City will remove the flags. - No flags will be allowed other than the four official government flags, American, State, County, and City. After FDOT approval, please provide Seminole County with a letter accepting the FDOT's conditions. Thank you for your continued support of the trail system in Seminole County.
