The bids were turned over to Conklin, Porter, and Holmes for review and recommendation. The bid opening minutes are attached. 2. The city Engineer after reviewing the bids recommends we accept the bid subj ect to certain required conditions. A copy of his letter along with a bid "spread sheet" is also attached for your review. I concur with the engineer's recommendation. 3. If the Commission agrees I recommend you accept the bid via the following motion: " I move to tentatively accept the low bid for the Wastewater Treatment Plant Improvements received from Water Processing Co. Pursuant to this letter, we talked to a Carl Nuzman who is the chief engineer and hydrogeologist for the Layne-Atlantic Company in Kansas City, Kansas. After discussions with Mr. Nuzman, he recommended that we backfill the well to approximately the 230' level and then grout from 220' to 230'. After the grout has been allowed to set, they would go back in and drill through the grout and continue working on the well. Mr. Nuzman believed that this would solve the general subsidence problem around the top of the casing and would eliminate any connection that may exist between this groundwater aquifer level and the upper level. In addition, he stated that they would want to use the Bentonite seal around the upper casing and fill in the area to prevent any further leakage down into the aquifer. After this telephone call we contacted the people we had previously talked to in the St. Johns River Water Management District and the U.S. Geological Service (USGS). Mr. Levin agreed with the procedure and said that it would be acceptable to the St. Johns River Water Management District; however, Mr. Tibb1es was not available for comment as he was on annual leave. We believe that Mr. Nuzman's recommendation is the proper way to proceed on this well and have asked him for written confirmation of his recommendation. Layne-Atlantic Company noticed sand in the cuttings from the well under construction west of Moss Road on November 20, 1986. The first indication of sand was at about 146' down the hole. A second and more drastic indication of sand occurred between 222' and 245' on November 21, 1986. While Layne-Atlantic Company was drilling, the formation around the 20. surface pipe collapsed and left about a 4' .cave-in. around the 20. pipe. For fear of losing the rig, we moved off the location. On November 24, 1986, Layne-Atlantic Company called in a downhole TV service to try to locate the point where the sand was entering. While the camera was in the well, a centrifugal pump was installed and the well was pumped. The sand could be seen coming in the well at 226'. Layne-Atlantic Company suggests two possible remedies to the influx of sand at 226. One possible solution would be to form a plug at about 220' and squeeze cement below that point. Hopefully, the grout will enter and seal the point or points of sand influx. However, there is no way to estimate how much cement will be needed or if, indeed, that point can ever be sealed. Another hazard exists in that the cement could also seal off the water producing zones. Fortunately, Layne-Atlantic Company suggests another possible solution. A 12. liner could be installed from 100' to 230'. Hopefully, this would seal the open hole from 230' to ground level. Unfortunately, the water producing zone (if any) between 115' and 230' would also be sealed. The lowest bidder was only 4% less than the average of the three lowest bids, and 10% lower than the average of the six bids received. All bids were reviewed for content and compliance with the issued set of contract documents. Also, all bids were evaluated for accuracy. Analysis of the bids indicates that, in general, the bidders have an understanding of the contract documents, the bidding procedures, and the scope of the project. No errors were noted on any of the bids. Our preliminary investigation of the low bidder's experience and references indicates that they appear to be qualified to perform the work of this project. We would recommend acceptance of the low bid by Water Processing Corporation, and that the City enter into an agreement for construction of the wastewater treatment plant improvements upon receipt of review and approval of the bidding documents and procedures by the State Grants Office in Tallahassee, Florida. The choice of the site on North-east corner of Wade and S.R. 434 was the preferred location by the Staff over a site on the South-west corner of Moss Road and S.R. 434. The City Engineer recommends a bond of $500.00 for potential repair of the curb where the entrance/exit on Wade Street will be developed. The money will be re turned if no damage occurs over the use of the property by Mr. Downing. RE: Working Paper' On #338, Moratorium On Convience Stores and Gas Stations I requested a Staff Heeting on Tuesday, November 18, 1986, per your direction on subject matter. The following input was provided. CITY PLANNER - The major reason for the moratorium was to stop the uncontrolled numbers of this type of store/gas outlet along S.R. 434. Only one C-2 zoned Lot exists at the present along S.R. 434 which is detrimental to having this type of facility on it (the Lot on the North-East corner of Wade and S.R. 434). PUBLIC WORKS DIRECTOR - Concerned with over all 434 development as a citizen. Doesn't want it turning into another Orange Blossom Trail. UTILITY MANAGER - No concern from his area of responsibility. I BUILDING OFFICIAL - Is in favor of abandoning the moratorium. FIRE CHIEF - Sees no reason for continuing the ban. Offered an historical perspective to the bans initial formulation which involved some property owners misconceptions and a business owners self-interest. The City's growth and population allows for free enterprise development. POLICE CHIEF - Concern noted regarding kids hanging around but felt this is controllable by responsible store manager interface with City Police early on to deter their loitering near the store. CITY ENGINEER - With regard to the lack of alignment of Hayes Road a~d Wade Street and the future traffic signalization at that point on S.R. 434, the City could incorporate into that site's development appropriate safe-guards to control the desired utilization of the one C-2 zoned Lot. This type of facility is listed for place- ment in C-2 zoned areas. In my 8 months at the City we have had approximately half a dozen inquires concerning potential projects of this nature. We have proceeded in accordance with the new statutes in considering these four amendments. The State has completed its review and I have been advised by phone that there are no objections on their part. Their letter was to have been mailed today. We have received no comment back from the State to the City Attorney's inquiry as to the acceptability of processing land use amendments for property being annexed, before annexation is complete. He will check on this before Monday evening. The attached public hearing notice was published in Sunday's Seminole Sentinel as required before final adoption of plan amendments. The minutes of the October 21, 1986, Site Plan Review Board is attached as 1S the relevant portion of the Site Plan. Powell stated that the Fire Chief's memo stated that there was no area of concern from his stand point. Powell mentioned that the Police Chief and Building Official got together and pre- sented a memo of items that they felt needed to be addressed. Powell read the memo from the Police Chief and Building Official, and these were the comments: The stripping on the parking lot should be with white paint; to relocate the handicap parking to the south-west portion of the parking lot to have better accessability to the ramp; a handicap sign must be put up in front of each parking space - set on a pole; to relocate the dumpster; and lastly was there any lighting plan for the outside of the building and parking lot. Krone answered the questions. He stated that there would be no problem in relocating the handicap parking and to have signs up in front of the parking spaces. He also stated that there will be four lights on poles at each corner of the parking lot which will be 12 to 15 feet high and will be shielded so not to bother any homes nereby. Krone also stated that white stripping will be no problem. There was a question on the mulch path leading from the driveway. It was noted that the mulch path was for the Doctor's private entrance into the building. There was also a question on whether the sidewalk from 434 and Cortez will connect. It was determined that there will be a 450 angle but that it does tie into the side- walk on 434. There was also a question on a palm tree in the center of the sidewalk Krone stated that they will pour cement around the tree. There was a question on whether the tree would cause visibility problems and it was determined that there would be no visibility problem. Krone stated that there would be no prob lem in moving the dumpster. Kozlov stated that he had not gotten a response from the engineer-of-record in answer to some questions he had. Krone said he could answer some of the questions. Krone stated that the slopes on the retention ponds would be no problem to achieve, the 4 to 1 slope and would adjust accordingly. He also stated that the application has been submitted to DOT.
