Boyle Engineering Corporation by our instruction has prepared a brochure explaining the four options the engineer and I reviewed in our review of the CADD program for Winter Springs. The cost of each alternative is included. 2. A brief summary of the four options follows. (a) OPTION I 1: This option while the lowest in cost provides DO contours. We consider the inclusion of contours essential to a successful CAbD mapping project. Cost: $53,509.00. -/ (b) OPTION I 2: This option provides for contours now. While this option costs more initually, in the long run, it is the cheapest. It saves on duplication of effort and thus cost. Cost: $77,691.00 (c) OPTION I 3: This option is flown at low altitude as is option # 2 with the main difference being contours would be added later in the project as would $29,888.00. in additional costs. Total Cost! $91,834.00 (d) OPTION I 4: This option offers DO contours now, contours later with reflying. The initial cost of this option is $53,509.00 the same as option # 1. However when contours are desired reflying the project (low altitude) along with the required additional work would add $45,837.00. Cost: $99,346.00. 3. After taking the above into consideration as well as meeting with the consultant on numerous occasions we are recommending option # 2 as it is the most cost effective and meets our needs present and future. 4. This years' budget has $20,000.00 set aside for the CADD System in our Capital improvement/Capital Equipment account. There is another $64,348.00 in reserves. Additionally, since this program will address road and drainage it is possible we may utilize some of the $185,830.00 we have in our Transportation Improvement Fund. 5. Resolution of all engineering concerns was satisfied per the City Engineers letter of August 18, 1986. Commissions approval of Final Engineering of Tract 7 is required. CITY of WINTER SPRINGS CITY MANAGER Mr. Lee Miller Department of Environmental Regulation 3319 Maguire Blvd., Suite 232 Orlando, FL 32803 Re: Mount Greenwood Effluent Disposal Facility CEA Project No. 108-01-302 Dear Mr. Miller: Commonwealth Engineering Associates, Inc. had assumed the concern over the wells at the above-referenced site had been resolved. We are submitting the enclosed information so that we can finally put this matter to rest. In an effort to clarify the well location question, the methodology was used to determine the location of wells in following the area: The first step was obtaining a computer search for wells registered with the USGS. The second step was the use of aerial photographics to determine areas adjacent to the project which would require an additional investigation. Next a site inspection of those areas identified in the previous step was conducted, and finally a survey was conducted to verify distances from the wells to the effluent application area. Based on the above methodology, several wells were discovered to be within 500 ft of the effluent disposal facilities. The discovered wells, those within the 500 ft limit, were properly abandoned and those houses were connected to city potable water supplies. The cost associated with this work was paid for by the applicant. With the receipt of your letter and Mr. Mike Darwin's letter, we have reviewed our previous work done to determine the locations of 011 wells. Also, we have inspected the site including properties on Bahama and Hayes Road. As a result of this work, we can not find any woter supply wells, shallow or deep, potable or non-potable, within 500 ft of the effluent disposal facilities. -860 S,R, 434 NORTH, SUITE A - AlTAMONTE SPRINGS, Fl 32714 - (305) 788-8111- Mr. Lee Mi ller Department of Environmental Regulation October 13, 1986 Page 2 Mr. Darwin's letter was not specific as to where the undiscovered wells were located and since there are several effluent disposal facilities located within the areas which encompasses the Ranchlands of Winter Springs, we cannot determine if Mr. Darwin's comments apply to this project. Once again, to the best of our knowledge, there are no water supply wells of any kind within 5~~ feet of the above-referenced facility. A meeting was held with the Director of Utilities for the City of Winter Springs. The purpose of the meeting was to insure that we had not overlooked any water services. The Utility Director confirmed that houses we assumed were serviced by the City, were in foct connected to the City water supplies. There are several other factors concerning the Ranchlands and the project that should be noted. The project is located adjacent to the north boundary of the area considered the Ranchlonds. The regional groundwater movement is to the north and northwest. The movement is directly oway from wells which supply water to the "frightened homeowners". Additionally, the well depth of 85 ft as given in Mr. Dorwin's letter would make the source of water the Floridan Aquifer; therefore, the wells should not be considered shallow water supply wells. The deep well separation distance, as stated in "The Land Application Manual", is 1~~ ft. As for the other comments made by Mr. Darwin, we question his use of the term "defect" with regard to the facility design. The nomenclature aside, the pond design is undergoing remedial action for both design ond operational fine tuning. WHen these actions are complete ond the construction is certified complete, we will again start to gather operational data required to obtain the operating permit as required by Florida Administrative Code. AmeriFirst Development Corporation, Commonwealth Engineering Associates, Inc., and the City of Winter Springs Utility Department has cooperated to provide a facility to the area residents which will not be a detriment to the area. Everyone has attempted to comply fully with the wishes as well as the whims of the area residents. We know of nothing else that can be done to make the residents in the areo more receptive to the facility. We hope this letter answers your concerns prompted by the Ranchlands Homeowners' Association, if not, please feel free to contact this office so we can supply additional information. The attached 8!i"x 11" drawing shows the Foxmoor East area (yellow) as currently platted. It is zoned R-l-AA. The owners of the property wish to align the lot layouts with the zoning. The copy of the replat is attached. 2. Ne 10:1, Aiken & Chancellor's letter of September 17, 1986, comments that the disposition on the remaining portions of Lot 11, Block C, Lot 7, Block B, and Lot 5, Block A, be left in a rural character to provide a transition into the Ranchlands. The zoning on these three larger lots remains R-l-AA and their designation remains as platted in 1958 on Plat Book 12, Page 34. They would not be part of the subdivision, and hence the 5% recreational fee of the accessed value would amount to $8,250. 3. The Staff finds the request for Waiver of Subdivision requirements approp- riate and the requirements for replat per Section 14-44 are being met prior to recording at the county. Attachments BP/mh NEWLON, AIKEN & CHANCELWR September 17, 1986 Mr. Bob Powell, Land Development Coordinator City of Winter Springs 1126 East S.R. 434 Winter Springs, Florida 32708 Re: Foxmoor East Replat Dear Mr. Powell: In accordance with my letter dated August 11, 1986 to Mr. Rozansky, attached. we have prepared a plat reflecting your comments at the staff review August 16, 1986. Eight copies of the replat are enclosed. We met September 10, 1986 and discussed the inclusion of the balance of Lots 5 - Blk. A, 7 - Blk. Band 11 - Blk. C; North Orlando Ranches Section 3 as recorded in Plat Book 12, Page 33 and 34 of the Public Records of Seminole County, Florida. Following our meeting, you sent me a letter dated September 12, 1986, a copy of which is attached. It is our intention that the balance of Lots 5 - Blk. A, 7 - Blk. Band 11 - Blk. C remain in a rural character to provide a transition into the Ranches. As indicated during our conversations, we do not agree that Section 14-61 of the Winter Spring City Code is applicable, as all of the property in North Orlando Ranches Section 3 being replatted is placed in lots, streets, and other useable tracts. Furthermore, the balance not included in the replat remains platted as North Orlando Ranches, Section 3 and is not land locked. However, we will be happy to accomodate your request that we include the balance of Lots 5 - Blk. A, 7 - Blk. Band 11 - Blk. C in the replat so long as the replat qualifies for waiver to subdivision requirements under Section 14-32 of the Winter Springs City Code. Accordingly, enclosed, please find eight copies of the replat which includes the balance of the property. Either plat is acceptable to us. However, we do not wish to be placed into a Catch 22 situation regarding processing or improvement requirements. We are also dedicating 3.169 acres of additional property as drainage easements, Tracts A & B (1.321 AC.) and the conservation easement behind Lots 1 through 10 (1.848 AC.) in this replat. The total property involved in the partial replat is 15.567 acres and 18.48 acres in the full replat. ENVIRONMENTAL. Suite 206. 5104 North Orange Blossom Trail STAFF REVIEW MEETING August 19, 1986 PRESENT WERE: Doug Taylor, Utility Manager John Govoruhk, Police Chief Charles Holzman, Fire Chief Sam Smith, Building Official Len Kozlov, City Engineer Gil Artman, Public Works Director Bob Powell, Land Development Coordinator Richard Rozansky, City Manager Gerald Chancellor, Owner/Developer FOXMOOR EAST REPLAT: Powell stated that this project is being looked at as a waiver to subdivision since the infrastructure is already existing. The property and lots as proposed brings it into line with the R-lAA zoning existing for the area. There was discussion on the drainage. Chancellor stated that he understands the City's concerns, but stated that he feels he is being asked to resolve drainage problems up stream. Kozlov stated that this was not what he was trying to convey. There is not a drainage problem now, but with what the developer is doing, this may cause a problem with the drainage. He stated to the developer to take all the appropriate steps and measures to review this, and if there is an impact, there may be a necessity to have a deten- tion pond on lot next to lot 10. (South) There was discussion on the infrastructure. It was noted that the developer should find some history of what was done to develop the infrastructure when the Foxmoor projects were first started. Taylor stated that there is a need for 6 inch pipe in order to serve the lots in the area of Sunset Drive. Chancellor stated that the engineer proposed to put in 6 inch pipe~. There was discussion on the use of a ditch/easement that was dug years ago. It was determined that the developer would eliminate the easement on lots 29 & 30 and have an easement on the back half of lots 27 & 28. There was discussion on the sidewalks. It was determined that the developer would record on the plat that the sidewalks would be put in by the developer after construc- tion of the homes. There was discussion on the subdivision recreation requirement. It was determined that the developer would donate to the City recreation fund, an amount 5% of the accessed property value in lieu of the 5% property to be used as recreation site.
