SUBJECT: Name Change Required For 9-1-1 System
TO:
The attached map shows there are two streets involved with the City by the same
name - "Charles Street". One is located entirely in the City with an address range
of 200 thru 225. It is bordered by 27 lots, zoned R-l - Single Family Dwelling, and
is fully developed. The other is a dirt driveway accessed from the Old Sanford/Oviedo
Road. This "Charles Street", runs north between two City lots II and 15. both zoned
C-2. It dead ends between Martha Denton's lot l2(zoned A-3, County), to the west and
lots 14 and 13 (zoned C-2 - City), to the east.

I have coordinated this change with the appropriate County Officials, John Dwyer
of Land Management and Margret Fountain of Graphics. They both concur with the changing
of the name of this road to "Ginger Lane". The land locked lot 12 will now be addressed
as 450 Ginger Lane and will logically be incorporated into the City at some point in
the future. The Commissions approval of this change will eliminate the confusion
potential of the duplicate street naming which would exist in the use of the 9-I-l
emergency s~vice system.

Attached information is provided for background. Attachment 1 is Section 14-3.2
Waiver to Subdivision Requirement from Code and guidelines of requirements for RC-I
zoning. Attachment 2 shows maj ority of RC-l zoning area with past lot splits and
subdivisions which have occurred. The sites of the requests are highlighted in pink.
The Staff Review was held on June 18, 1986, and consensus of opinion was that
requirements for increased fire protection systems as well as other infrastructure
improvements to the area preelude the granting of the wavier at this time.

Sec. 14-3.2. Waiver to subdivision requirements.
For subdivisions where no new streets, water, sewer, or d.rainage structures are
involved, application for approval of preliminary or final subdivision plans may be
waived provided, however, that a plat that can be recorded of the proposed subdivision
shall be submitted for review by the city staff. The recommendation of the city staff
shall be subject to approval by the city council. The purpose of this approval is to
ensure that the proposed subdivision conforms to applicable requirements of the
subdivision regulations. (Ord. No. 235, 5 2,5-26-81)
ZONING CRITERIA
The RC-I Zoning allows for lots not less than I acre with a minimum width
of 120 feet at the building line. Each single family dwelling must have a minimum
floor area of 1600 sq,f~20% of the lot area is maximum which may be covered by
principal and accessory buildings. Building height shall not exceed 35 feet.

Wednesday, January 8, I discussed with you the application of a
variance to build a second house on our portion of Lot 5 in the
North Orlando Ranches Section lA. The part we want a variance
on is the north 310' x 250' of our land facing Panama Road. Our
house is situated on the south 310' x 300' of this lot facing
Tradewinds Road.
Also, we want a varianc~ to build a house on the portion of Lot 4
which measures 225' x 250' as shown on the attached plat of survey.
In addition to the plat of survey that shows the portions of Lot 5
and Lot 4 on which we want variances to build, the plat plan for
