The rreeting was called to order by Director of Administration, Jacqueline Koch.
Present were:

'fuscawilla Park Site Plan At Sewer Plant - Additions to Park Facilities and Approval
of Marunade Lake Excavation to acquire soil for use in PUn Developnent.
Winter Springs Developnent Corporation is requesting approval to dig a lake on the
sewer plant recreation site, a borrow pit operation. They are proposing to put in
additional recreation facilities, in the passive park area in exchange for the approval
to excavate the lake to use the fill in developnent of the remainder of Tuscawilla.
Mr. Alpert gave his presentation. Their intention is to keep a park surrounding the
waste water treatnent plant as a buffer. He said what they are asking to do is based
on the City Ordinance #64. Winter Springs D=velopnent Corporation needs to cone
before the City Corrmission to get approval to dig a lake on property within the
City of Winter Springs. He stated that this property is owned by the Winter Springs
Developrrent Corporation and ma.intained by the utility Corrpany as fer City Ordinance
#64; that allows us to have park facilities in 'fuscawilla as long as there is non-
discriminatory use of all residents of Tuscawilla. They would e~and the park facility
that currently exists by putting in a picnic shelter of the sane size and nature as
those picnic shelters now that are recently placed in Lake Tuscawilla Park. They
would be putting in a playground that would be sized and a type of playground for
older children; whare right now they have a playground for younger children. He stated
that they haven' t specifically laid out the equipnent and location, but intend to
have a large, older childrens' aparatus such as swingsets, climbing aparatus and
other aparatus judged for older children. He also stated that in this aCt=d clleY are
plarming "t(J put in a professional jogging trail with e;)(ercise stations and equip-
nent along a mulch path aJ:Ound the lake. South of the lake they will put nature
trails and boardwalks and a path, and a raised walkway and also a gazebo and leave
it natural for people to walk and conrnune with nature. The current entrance to the
wastewater plant would be closed and a parking area created with 28 spaces, stablized
with clay or linerock covered with mulch or pine straw~ A new access into the sewer
treatnent plant to the west of the active park area will be constructed so vehicles
g:::>ing into the sewer treatnent plant would not interfere with the people using the
park.
Koch asked whether or not the Staff finds this recorrr.endable to the Corrmission be-
fore the developers are required to d::> anyrrore elaborate engineering since there will
be plans required for the developnent. She stated that this does not constitute an
anendnent to the final developnent plan, but it does need to go to the City Corrmission.
Kozlov asked if the developers were going to discharge any stonrwater into the lake,
and if there was anything related to the sewer plant that is going to be associated
with this lake, for the record. Alpert answered no, ti)at this park is basically
unusable woods, and that this is a way for Winter Springs Developnent Corporation
and the residents both to get sane benefit from this property.

Kozlov asked the depth of the lake. Alpert stated it will have to be deep enough
to be maintainable because shallow laJ<e s beoorre slop holes. He stated that the
boring that they have done, that the bottom of the lake (at the center) will vary
because of the type of soils they will cone in contact with but it should be 8'
to la' depth minimum.
Kozlov asked if there will be fishing and boating. Alpert stated it ~uld just be
for fishing.
Koch stated that bascially what the developer is asking for is a trade-off; they
need fill dirt and in exchange they are offering additional park facilities. She
asked about the quality of the land, swarrp or a wet area. Alpert stated no, that
this area is not located in a wet or swarrp area, and that there are no seasonal
creeks.
Artman asked what kind of trees are in this area. Alpert stated nostly pine and
srrall oak, and sone palrretto and palms. There will be a buffer of 50 feet from
the wastewater treatrrent plant .
Kozlov asked are there spray fields anywhere near this property. Alpert stated no
that the spray fields are on the golf course.
Koch asked if there would be any odor from the treatrrent plant. Alpert stated that
the plant does not produre any ooor and the ponds do not produre any odor. He stated
that within the treatrrent plant there are sludge drying beds and there is always
SOOE odor. He doesn't think that this will have any effect on the park.

Koch asked about the maintenanre of th: park. Alpert stated the park facility will
be owned and maintained by the utility Cbrrpany. The utility Corrpany is conCErned
that a buffer be maintained around its facility. Koch stated that the City would
like to have sonething in writing corrmitting the utility Conpany to maintain the
park facilities after Winter Springs I:eveloprrent Cbrporation is gone.
Alpert stated that as long as the utility Cbrrpany is in operation, the developed
park facilities will be maintained by the utility Cbrrpany. He also stated that they
~uld be nore than happy to guarantee that any resolution made conrerning owner-
ship of the other parks in Tuscawilla ~uld include this park. He also stated
that the developers ~uld love to let the City have the park.
Smith asked if the park will be lighted and have bathroom facilities. Alpert stated
that it will be a daytirre park, and there are no bathroom facilities planned.
Smith asked the acreage of the park. Alpert stated that there is approximately ~
acres in the lake area, and is about 800 feet from the street to the lake.
Korn stated that it ~uld be a good idea to have a water fountain. Alpert stated
that this ~uld not be a problem and stated that they will do the best they can to
make a natural park, and that the parking will fit in and around the trees.

Koch asked if the Staff requires any nore information and whether they recamrend
this or recormend against this.

Mt. Greenwood PUD - Final Developrrent Plan/Preliminary Engineering for Tracts 5, 6,
and 7.
Koch stated that the Planning & Zoning l3Q%d approved the change of the land use in
Tracts 5 and 7. The Staff is looking at the Final Developrrent Plan for Tracts 5, 6,
and 7.
Lennis Quirm gave his presentation. He stated that the developer is going to add a
seoond tennis oourt as required by the Planning & Zoning Board.
Kozlov asked if they have applied for a waiver to the street standards.

Koch stated that the Comnission gave ArreriFirst the waiver as requested at their last
rreeting.
Kozlov asked clarifications about the paving specifications and the drainage design.
Olief Holzm:m stated that there is a problem with the size of the water rrain. Kozlov
stated that the water main should be 8 inches. Holzm:m stated that the water rrain is
6 inches. He also asked about the hydrant oonstruction. Braddock agreed to provide
thrust blocks on the fire hydrants, as well as tie backs.
Artrran asked if there was any change with the infrastructure. Braddock stated that
there was no change.
Koch stated that this review can oontinu: on Tuesday, March 25, 1986, if any Staff
rrernber wishes :further discussion.
Olief Holzm:m made the rrotion to accept the oonceptional aspect of the Final Develop-
rrent Plan for Tracts 5, 6, and 7 of the Mt. Greenwood PUD.

Attached is a map of the area involved in the referenced request, showing
the proposed lake from which Winter Springs Development Corp. wishes to
generate soil for use in development of the remainder of Tuscawilla.
In exchange they offer additional recreational facilities beyond those
now required in the sewer plant park as part of the PUD Master Plan.
Staff carments on the proposal are attached.

1. Background: Arrerifirst Development Corporation requested on February 20,
1986, several arrendrrents to the Mt. Green\\DOd PUD. The rrodification request con-
sisted of an overall reduction in density, a transfer of density within the PUD,
and consolidation of recreational facilities plan. The land use breakdown before
and after, as ~ll as a site plan is attached for your review. The Planning and
Zoning Board net on MITch 5, 19 86 and deened the arrendrrents were oonsistent with
the previously approved Preliminary Developrrent Plan and approved the following:
a) Housing type in tract 5 from garden apart.Irents to townhouses (lowering the
nurrber of dwelling units from 252 to 187); b) Addition of dwelling units in Tract 7
from 150 to 171 units; c) Consolidating the recreation facilities for use by the
entire PUD by IlDving the termis court from tract 7 to tract 6 I with the stipulation
that the termis court be made a double court.
2. The objective at this Corrmission M=eting is the approval of subject Final
I:eveloprrent Plan and Preliminary engineering for tracts 5, 6, and 7 of the Mt.
Greenwood PUD. Supporting c:Opies of Staff :Review and Planning and Zoning Board
minutes are attached. OUr recorrendation is that the approval be granted.

Koch presented the request. These final developrrent plans reflect the arrendments
to the Master PUD Plan for Mt. GreenVKXXl approved by the Board at its last rreeting.
All the elerrents are the sarre as \\ere revie\\ed during the arrendrrent process.
The plan for Tract 6 shows tv.D tennis courts in accordance with the condition on
the Board I s approval of the arrendrrents.

Dear Mr. Alpert:

In reference to the request of Winter Springs Development Corporation for
authorization to remove soil from a portion of the sewer plant site south
of Winter Springs Boulevard, the City Commission approved the request,
including recommendations from Staff, (attached) including all the amenities
(as listed in your letter to City Manager Richard Rozansky dated March 21,
1986) and the comments made at the meeting which include:
1. Your guarantee to provide potable water to the site.
2. A 4-1 slope from the top of the berm down as far as it
goes 20 ft. horizontally into the lake, after that it
will be a 3-1 slope.
3. The dirt is to be used to expand the wastewater treatment
facility and on Tuscawilla Unit l4B.
4. You will accept responsibility for the streets, and will
clean up any dirt that is dropped on the streets.
In addition:
1. 180 day completion time.
2. No work on Sundays.
3. No trucks on premises after 5:00 p. m.
4. Hours of work on other days will be from 7:00 a.m. to 5:00 p.m.
5. Repair and clean any damage to the roads.
