GREENWJOD TRACKS 3 & 4: ~ City Engineer's letter dated January 22, 1986 was reviewed. 1. ~pa.rt:rrent of Environrrental :Fegulations penni ts. Rey Malane stated that the DER pennit applications will re submitted today. I.en Kozlov said that he YJOuld like to get a copy of the approved signed pennit once it has reen issued. He also asked that Bowyer-Singleton respond to his letter in writing. e 2. I.en Kozlov stated that he was confused because sone things were put on the drawing saying there were existing and sene were not existing yet there is nothing there. D:l.ve Snead stated that he added a note saying that the features showing as existing are in- tended to be existing by the tine Tracks 3 & 4 get started; and the infrastructure will be in place at that tine. e 3. D:l.ve Snead stated that they will furnish seven (7) sets of signed, sealed, and dated plans. 4. Concerns about calculations for post-peak stornwater discharges. Rey Malane stated that this will probably answer #6 & #7 also. He stated that there is a rraster lake system which was built under the infrastructure. West of the baseball field is a natural depression wlrich will be left in its existing rondition and used for stonrwater detention, and it will re ronsidered the master lake system. lEy Malane said that these are retention detention ponds. They have reen approved by St. Joms Water Managerrent District for ronstruction and operation. In the design of the lake systems the rn that was used for post developrent land uses. When the master lake system is built it is already designed to take into consideration that there will re patio hones on Tract 7. So, all they need to do in the developrrent for each parcel will re just to carmect into the lake system. 7. Cbncern on the inpacts that it may have off site to No Name Creek. :Fey Malane stated that they have inrorporated a wall which is the control structure in Tract 10. The system has been designed to inprove or equal the cx:nditions that occur downstream. I.en Kozlov stated that the main roncern is the ronoentration of a lot of water going into the No Nane Creek not knowing whether all this water that is going to be carried off from detention 10 historically went into NO Narre Creek. This is going to be a problem because a lot of water is being furmeled into one area, and there are people living in the :i.rmedi.ate area, sone probably living below the 100 year flood. :Fey Malane stated that they were ronoerned about the house on the corner next to the culvert. He stated that they did not want to increase flood stages, they analyzed the 100 year stonn, and what- ever was going to Tract 10 YJOuld be only the predeveloprrent base. And he is willing to put this staterrent in writing. 8. Len Kozlov stated that this would be a lot better to get fire engines and a little larger vehicle in. Dave Snead stated that ~y have no problems with this. 9. Dave Snead stated that the d.i.rrensions are on the two sheets showing the two 12. lanes to be built. 10. Dave Snead stated that the sidewalks from tha units to ~ parking areas will be ronstructed by the builder. The preliminary plans that was su1:Jn:i.tted they proposed bringing the sidewalks to individual tmits from the parking areas. Sidewalks will go along the roads just on ~ infrastructures. Sidewalks will re provided as expected on all tha public streetsin the right-of-way. The srraller streets are going to be private roads. enly the infrastructure will be dedicated to the City. The streets serving the single-family in 1 and 2 will be public, the main road is public, and tha street serving the patio lots. Tracts 3, 4 and 5 are private roads. Tracts 1, 2 and 7 will have sidewalks. 11. en the typical fire hydrant detail, Dave Snead stated that ~y added a thrust block for ~ retaining gland. 12 . The roncem over the 4' water main. Dave Snead stated that they do have calculations to prove that it does rreet tha flow demmds. e Len Kozlov stated that he will review the respanses and if everything seems to re fine, he will sul::thit a letter to Bowyer-Singleton indicating that what he finds for 3 and 4 to be satisfactory if it is. If there are any additional qrestions, he will contact by letter. Gil ArtrPan stated that as a result of demucking and a few other problems, there has been sarre thinning in sarre of the forested areas plus the buffer zone along Hayes !bad. With ~ heavy demucking there will be additional tree damage in that area and sorre ronsidera- tion should be put into the point system in ~ Arbor Ordinance that should re rorrplied with. John Q:>voruhk stated that he has not seen ~ drawing for the striping of the lanes on MJss !bad. Len Kozlov ffiq?lained that the next procedure after his review of the final engineering of Mt. Greenv.uod Tract 3 & 4 is the approval by ~ City Cbnmission. Len Kozlov advised ley Malane that he would like to get a ropy of ~ signed permit from DER. . D:>ug Taylor stated that the DER permit application needs to rorre to his office and then he will roordinate signatures with the City Mmager.
