Torcaso at 2:00 p. m. Present: Mayor John V. Torcaso Terry Zaudtke, Conklin, Porter & Holmes, Engineers,Inc. Mary Norton, Clerk Two Bids were received as follows: First bid opened was from W.E.D. Contractors, Inc., P.O. Drawer 351, Winter Haven, FL 33882 in the amount of $63,800.00. Second Bid opened was from C.E.M. Enterprises Inc., d/b/a/ Sunshine Painting, 2475 Clark St., Apopka, FL 32703 in the amount of $39,257.00. The bids were turned over to Mr. Zaudtke for a recommendation to the City Manager. Those present at the bid opening included the author, Mayor Torcaso, and City Clerk Mary Norton. Also present was a representative from C.E.M. Enterprises and W.E.D. Contractors, Inc. We received copies of the bid for our evaluation and comment from the City of Winter Springs. We found the bids to be in order and no mathematical errors within the bids. Also, both contractors have supplied an adequate bid bond with their submittals. The apparent low bidder was C.E.M. Enterprises in the amount of $39,257.00. The other bidder was W.E.D. Contractors, Inc. with a bid of $63,800.00. The City, at their option, may delete items 6 and 7 of the contract bid which leaves a low bid of $32,047.00 by C.E.M. Enterprises, and the second bid of $52,300.00 by W.E.D. Contractors. We cannot recommend approval of either bid at this time, as the bids exceeded the budgeted dollar value within the water and sewer budget for the repair of this wall. In 1985, we received a preliminary quote from a contractor from the City of Tampa, who elected not to bid on this contract. His proposal at that time totalled approximately $14,000.00. Therefore, the budget value for the current fiscal year was placed at $18,000.00 and we felt comfortable that that would cover the necessary construction expenses. We believe that both the contractors who bid on this project were unfamiliar witn this type of repair or the circumstances that exist at the Winter Springs wastewater treatment plant, and therefore, they bid higher to cover any unforeseen contingencies. We need to meet with Doug Taylor of the Utility Dept. and you to discuss possible alternatives to a full repair, or the possibility of delaying the project until such time as we can budget additional funds for this repair. e e Conklin, ~port.r and Ho...... @ ~ ENGINEERS.
