SPECIAL MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
NOVEMBER 3, 1986
The Special Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor John V. Torcaso at 7:30 p.m.
Roll Call:
Mayor John V. Torcaso, present
Deputy Mayor William A. Jacobs, present
City Manager Richard Rozansky, present
Commissioners:
Cindy Kaehler, present
Arthur Hoffmann, present
Philip A. Kulbes, present
Martin Trencher, present
Public Hearing for Ord. No. 347, annexation of the west 90.32 feet of Lot 7,
Johnson's Poultry Farm, etc. (Charles Cromer) Second Reading:
Mayor Torcaso read Ord. No. 347 by title only on second reading. Mayor Torcaso
recessed the Commission Meeting and opened the public hearing. No one spoke for
or against the Ordinance. Mayor Torcaso closed the public hearing and reconvened
the Commission Meeting.
Motion was made by Commissioner Hoffmann to adopt Ordinance No. 347. Seconded by
Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Jacobs, aye;
Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye;
Commissioner Kulbes, aye; motion carried.

Public Hearing for Ordinance No. 352, amending the comprehensive plan in accordance
with Florida Statutes 163.3187, etc. (Charles Cromer) Second Reading:
Mayor Torcaso read Ord. No. 352 by title only on second reading. Mayor Torcaso
recessed the Commission Meeting and opened the public hearing. No one spoke for
or against the Ordinance. Mayor Torcaso closed the public hearing and reconvened
the Commission Meeting.
Motion was made by Commissioner Hoffmann to adopt Ord. No. 352. Seconded by
Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Trencher, aye;
Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye;
Commissioner Jacobs, aye; motion carried.
Revised Resolution No. 545, Community Service Trust Fund Grant, etc.:
Mayor Torcaso read Resolution No. 545 by title only. (A resolution of the City of
Winter Springs, Florida, certifying its application for Community SErvices Trust
Fund Assistance to augment its Police Department's Community relations and crime
prevention programs and authorizing expenditure of matching funds).
Motion was made by Commissioner Kulbes to adopt Resolution No. 545 for the expenditure
of $1,611.00. Seconded by Commissioner Jacobs. Discussion. Vote on the motion:
Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye;
Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried.

Commissioner Hoffmann:
Replacement for Charter Review Board:
Commissioner Hoffmann recommended Mr. Albert Becker, 1208 Oxbow Lane be appointed
to the Charter Revision Board as a replacement for Mr. Buck Adkins.

Motion was made by Commissioner Jacobs to confirm the appointment of Al Becker
to the Charter Revision Board. Seconded by Commissioner Trencher. Discussion.
Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye;
Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye;
motion carried.
New appointment to Code Enforcement Board:
Commissioner Hoffmann recommended Beverly Fickling, 687 Brown Bear Court be
appointed to the Code Enforcement Board to replace Mr. Brian Rush.
Motion was made by Commissioner Jacobs to confirm the appointment of Beverly
Fickling to the Code Enforcement Board. Seconded by Commissioner Kulbes. Discussion.
Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner
Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried.
