WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS OCTOBER 6, 1986 The Workshop Meeting of the City Commission of Winter Springs was called to order by Mayor John V. Torcaso. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, absent Martin Trencher, present Proposed Planned Unit Development Ordinance: There was discussion on the proposed ordinance. Commissioner Jacobs spoke in reference to Item f, page 3 and asked how the maximum density would be determined and how this could be implemented. Attorney Kruppenbacher is to review the ordinance and come back with recommendations. Growth Management Plan: Commissioner Trencher spoke in reference to his memorandum on the Growth Management Plan and the need to organize a committee to address the issues in the plan. Attorney Kruppenbacher is to bring back a report on how this committee is to be structured so as not to interfere with the duties of the Planning and Zoning Board or the Planning Commission. Mr. Terry Zaudtke, Engineer with Conklin, Porter & Holmes and Mr. Cal Conklin were present to speak to the Commission in reference to the agreement for the consulting engineering services for the Master Water and Sewer Plan for the City of Winter Springs. Mr. Zaudtke explained the report would provide the City with a recommended plan and a schedule showing capital improvements, showing growth areas, prepare time schedules and discuss the various development considerations of the area. They would summarize that data and submit it to the City, and once the City would report back with their recommendations and/or changes, they would finalize the report. The City Manager will have this on the Agenda for the next meeting for approval to proceed. Meeting was adjourned at 9:00 p. m. Respectfully submitted, ~~~ Mary T. Norton, City Clerk
