WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS JULY 21, 1986 The Workshop Meeting of the City Commission of the City of Winter Springs, FL., was called to order by Mayor John V. Torcaso. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, absent Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present The Workshop Meeting was called to discuss the Fiscal Year 1986-1987 Budget. The estimated revenues have been received from the Department of Revenue, and the following changes were made to the Revenues: Cigarette Tax, change to $80,900.00; State Revenue change to $474,580.00; and State Sales Tax change to $667,900.00. This is a net increase in Revenues of $30,980.00. The Total General Fund Revenues were increased to $3,460,564.00. There was discussion of the status of the Local Option Gas Tax. Attorney Kruppenbacher is to check with the County Attorney. The expenditures of each Department were then reviewed. Police Department: The Police Department is requesting 5 additional dispatchers and 4 police officers which would increase the salary line code $137,640.00. Commissioner Jacobs suggested the City look into a self insurance fund. Commissioner Trencher suggested we annualize the expenditures, tightening the budget and raising the revenues. Fire Department: An additional fireman was added to this budget. The Utilities figure was questioned. Paramedic Dept.: No Change. Public Works Dept.: No Change. City Manager's Office: No Change. Land Development/Engineer: No Change. Building Department: The Building Official has asked for another inspector. This will be reviewed during the Budget revision. Finance Dept.: No Change. . . . Workshop Meeting, Ctiy Commission, July 21, 1986 Page 2 Personnel/Administration: The salary figure was changed to $76,550.00 and FICA $5,480.00. City Clerk's Office: Commission was in favor of hiring a clerk to assist the City Clerk at a salary of $11,688.00. Recreation Dept.: There was discussion of disadvantaged children attending the City's Recreation Program and it was suggested Mr. Whitsett contact the other cities to see how they handle disadvantaged children, what criteria they use, etc. There was discussion of the Octoberfest and what all the activities will be included. Commission: Commissioner Trencher suggested L.C. 11.12 be changed from $12,600.00 to $18,000.00; increasing the Mayor and Commission's expense reimbursement 150.00 per month. Commissioner Jacobs said he is going to recommend going to salary. General Government: No change. Winter Springs Water & Sewer: No change. Commissioner Kulbes recommended an 8% increase for Department Heads, - Police Chief, Fire Chief, City Manager, Director of Administration, Engineer, Land Development Coordinator, Building Official, Finance, Director of Public Works, Recreation Director, Doug Taylor and City Clerk.
