HomeMy WebLinkAbout1986 05 12 City Commission Regular Minutes . . . . 85-86-20 REGULAR MEETING CITY COMMISSION CITY OF WINTER SPRINGS MONDAY, MAY 12, 1986 The Regular Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor John V. Torcaso. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, absent City Manager Richard Rozansky, present City Attorney Frederick Bateman, Jr., present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present The Invocation was given by Commissioner Kulbes. Flag was led by City Manager Rozansky. The Pledge of Allegiance to the Motion was made to approve the minutes of April 28th and Special Meeting of May 5, 1986 by Commissioner Trencher. Seconded by Commissioner Hoffmann, with a correction to the minutes of April 28 on the 2nd page, second paragraph change the word "engin- eering" to "Engineering approval procedure". Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried. Public Input: Mayor Torcaso presented a resolution of appreciation to Mr. Ben Kaplan for his service on the Code Enforcement Board. Mrs. Helen Powell, Hacienda Village, said there is still no fence around the lift station. She was concerned about the large pipe and asked who is going to take care of the property from the fence to the creek. Mr. Pat Villillo, Tuscawilla, invited everyone to the Sunday Fun Day at the park in Tuscawilla on May 25th. General Agenda Public Hearing for Ord. No. 344 amending Chapter 6, Fire Prevention and protection and emergency medical services by adding Sec. 6-39, etc. Second Reading: Attorney Bateman read Ord. No. 344 by title only on second reading. Mayor Torcaso recessed the Commission Meeting and opened the public hearing. No one spoke for or against the ordinance. Mayor Torcaso closed the public hearing and reconvened the Commission Meeting. Motion was made by Commissioner Kulbes to adopt Ord. No. 344 on second reading. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried. Public Hearing for Ord. No. 345 amending the 1985-86 FY Budget, etc. Second Reading: Attorney Bateman read Ord. No. 345 by title only on second reading. Mayor Torcaso recessed the Commission Meeting and opened the public hearing. No one spoke for or against the ordinance. Regular Meeting, City Commission, May 12, 1986 Page 2 85-86-20 Motion was made by Commissioner Kulbes to adopt Ord. No. 345. Seconded by Commissioner Trencher. Discussion. In discussion Commissioner Kaehler discussed her memo to the City Manager dated May 8, 1986 reference Finance Department-Salary. Also discussed was the Recreation Program. Motion was amended to approve an allocation for the Recreation Department, Line Code 63.1, up to the limit of $8,000 for the rental of a bus, for insurance and gas costs. Vote on the motion as amended: Commissioner Kaehler, no; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Trencher, aye; motion carried. Request for permission to have more than two dogs-Cathy Lauerman and George Markward: Motion was made by Commissioner Kaehler that we allow Mr. Markward a variance to keep two additional dogs more than what the Code allows with the understanding he will bring to the Commission the note from his neighbors stating they have no objection. Seconded by Commissioner Trencher. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, no; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried. City Manager - Richard Rozansky: Painting house numbers on curbs-CMC Painting Co.: Motion was made by Commissioner Trencher that this permission grants CMC Painting Company the right to paint house numbers on curbs only with the prior permission of homeowners; only if a flyer or leaflet is distributed that indicates that there is a cost; the word donation is not mentioned anywhere and any place, and that the same rules apply in terms of conduct of their employees in terms of addressing residents of the City be applicable (if they do not wish to have their numbers painted there will be no pressure; no criminal records; must be presentable; all of the items that normally would apply to good business). Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried. Annexation Agreement with Seminole County: meeting on May 23rd at 10:00 a.m. with the annexation agreement. Attorney Bateman said there will be a County Attorney to discuss the proposed Manager Rozansky said the City is submitting a dredge and fill permit application for the cleanup of silt material at the bridges of Hayes and Moss Roads. Manager Rozansky said he will have a resolution at the next meeting for the Commission to approve for the amended pension plan. Commission Seat I - Cindy Kaehler: No Report. Commission Seat II - Arthur Hoffmann: Commissioner Hoffmann reported that he attended the Fly-In in Tallahassee on the 7th of May; also attended a session on the CADD System; asked about mosquito spraying in the evenings and spoke about Ord. No. 95 in reference to the PUD ordinance. Commission Seat III - Philip A. Kulbes: Commissioner Kulbes spoke about the D.E.R. rule making workshop meeting he attended in reference to the G-l Aquifer Rule. He also spoke about the Council of Local Governments meeting he attended. The Council has asked the City of Altamonte Springs to drop their suit against the County for the gas tax and try to work out a formula agreeable to all the cities. That is what the Cabinet is requesting. ~ Regular Meeting, City Commission, May 12, 1986 Commission Seat V - Martin Trencher: Commissioner Trencher asked about the errors and omission liability insurance for Commissioners. Page 3 85-86-20 Mayor's Office: Mayor Torcaso spoke about the June 3rd referendum for the gas tax and one mill ad valorem for road improvements. Mayor Torcaso also reported that there are now nine voting precincts in the City. Betty Shorthouse, Tuscawilla, asked about the time frame for the proposed planned unit development ordinance. Art Harris, Tuscawilla, asked what is being done about growth management. Mr. Powell, Hacienda Village, spoke about the six cents gas tax for roads that is already imposed and asked what is that being used for. Meeting was adjourned 8:50 p. m.
