PURPOSE: The purpose of this Board item is to request authorization to renew the contract with Lake Masters Aquatic Weed Control, Inc. for one year for Aquatic Weed Control and Maintenance of Certain Lakes and Ponds. CONSIDERATIONS: • At the September 22, 2008 City Commission meeting, the Commission provided authorization to enter into a contract agreement with Lake Masters Aquatic Weed Control, Inc. for the aquatic weed control and maintenance of certain lakes and ponds in the amount of $46,080.00. Lake Masters submitted the lowest bid out of the nine (9) bids received in August 2008 under Bid # ITBO15/08/ZP. The contract period was for twelve months from October 1, 2008 to September 30, 2009. Under the current agreement the City has the option to renew the contract for second and third twelve-month periods based on satisfactory performance. • The current contract with Lake Masters Aquatic Weed Control, Inc. will expire on September 30, 2009. The work performance of Lake Masters Weed Control, Inc over the past 11 months has been satisfactory and staff recommends renewal of the contract. Staff conducted an annual performance review with Lake Masters on August 19, 2009. Staff also recommends amending the pond maintenance list to add a pond located west of Fisher Road at the North Orlando Ranches Sec I-B development, which will be identified as Fisher Road Pond. • Lake Masters' scope of work consists of water quality management at approximately 90 lakes and ponds in the City. Lake Masters is required to perform pond inspections and chemical treatments on a monthly basis with more frequent inspections and treatments on certain ponds. The services include the following tasks: • Algae and aquatic weed control in open water areas September 14, 2009 Consent 204 Page 2 of 2 • Shoreline grass control to the waters' edge in non-vegetated areas • Limiting vegetation in the bottom of dry ponds to a height to 12" • Littoral shelf maintenance -wicking for the control of cattail and primrose willow • Water chemistry and bacteria testing, as needed for the success of the program • Triploid grass carp stocking (to control Hydrilla and Spikerush) • Removal of all nonorganic materials (bottles, cans, litter, etc.) • Clearing overflow structures on a monthly basis • Management reporting • City Staff periodically inspects all lakes and ponds to verify Lake Masters' performance and to identify any potential water quality andlor operational issues. Staff reviews management reports and payment applications provided by Lake Masters. Staff also receives and coordinates the resolution of pond maintenance-related issues with residents, HOAs, and regulatory agencies. As time allows City Staff also periodically inspects privately owned and maintained ponds to verify that they are complying with City stonnwater treatment standards. • The annual cost of the current contract with Lake Masters Aquatic Weed Control, Inc. is $46,080.00. The addition of Fisher Road Pond to the maintenance list will cost an additional $480.00 for a total renewed contract amount of $46,560.00. Under the current agreement, the contract price may be increased up to 2% based on the Bureau of Labor and Statistics - Producer Price Index. Since the Producer Price Index declined over the past 12 months no adjustment is provided. FUNDING: The funding source for the $46,560.00 annualized cost to maintain stormwater ponds is the Stormwater Utility Fund, Line Code 3800-54693. The funds for this project will be expended over atwelve-month contract period beginning October 1, 2009. RECOMMENDATION: Staff recommends that authorization be given to renew the contract agreement with Lake Masters Aquatic Weed Control, Inc. for the Aquatic Weed Control and Maintenance of Certain Ponds at a cost of $46,560.00 payable from the Stormwater Utility Fund.
