The Planning and Zoning Board also unanimously recommended the rezoning based on the same logical thinking. / 3!P!f> , HANRATTY REZONING P ()~ Mr. Hanratty owns the eastern hal~O, Block D of the D. R. Mitchell Survey between Mr. Cottle's and Mr. Parker's properties. The Staff had given a favorable recommendation to the rezoning of C-2 based on the ability to control any desired projects at Site Plan Review. The Planning and Zoning Board however, felt that control by the Site Plan Review Board would not be enough for some of the high intensity uses defined under the present C-2 Zone. Especially concerned was the impact that C-2 would have on an already zoned R-3 property. Therefore, the Planning and Zoning Board could not favorable recommend C-2 for this area. We have considered the types of systems and equipment proposed and talked with representatives of the companies who submitted the six lowest bids. We recommend the purchase of the ISOETEC EZ-1/96 key system from Jarvis Corporation, whose local office is in Altamonte Springs. Their price is not only the lowest for the base list of equipment bid, but the telephones they can supply at this cost comprise all electronic multi-button telephone programmed with features that will offer increased efficiency and time-saving to all personnel as opposed to standard single-line phones for three-quarters of the offices offered by other bidders at greater cost. Further, the EZ-1 key system utilizes Southern Bell central office lines (business lines) rather than trunks, qualifying the system for a service charge $20.00 less per incoming line per month, a considerable annual savings in the bill from Southern Bell for service ($3,840.00 for 16 lines). The Jarvis personnel have been most cooperative in researching and answering all our questions over several weeks. The Chief has discussed with their technical field representative communications center requirements for radio and recorder connection to the dispatcher's consoles and has been assured the systems will function compatibly. A customer service representative is assigned for all new installations to instruct personnel in use of the new equipment. A one year full warranty is provided. The distributor, Jarvis, is a corporate affiliate of ISOETEC, so that our dealings would be with a manufacturer - distributor rather than a reseller of equipment. Eleven bids were received and evaluated by the staff and their recommendations to me are attached. Their recommendation is that we accept the Jarvis bid~ I concur. The staff has spent some three months investigating a telephone system including talking to consultants and visiting the University of Central Florida. I believe they conducted this project in a most commendable manner and have thoroughly investigated the matter to include present and future requirements vis-a-vis dollar outlay now and in the fu}ure. ' TO: FROM: RE: DATE: Page 2 Richard Rozansky, City Manager Jacqueline Koch, Director of Administration Telephone Equipment for Municipal Complex March 8, 1985 The EZ-1/96 system proposed is to be configured so that the two sides of the municipal complex will have separate groups of incoming lines. The City Hall will have a receptionist responsible for the administrative offices and Commission Chamber. The Police Department will have a communications center with two dispatchers receiving emergency calls for police, fire and paramedic assistance and business line calls for other police personnel. The proposed system is designed to accommodate all offices in the complex, but only the instruments and software required for the offices actually to be occupied initially need be purchased now. Enough capacity is provided with the central equipment to enable additional phones, program cards and incoming lines to be installed later, with their cost deferred until such time as they are needed. Our recommendation is to accept Jarvis' bid based on their lower unit prices for components. After the contractor's technical personnel have designed the telephone system with precision, we will have the flexibility to substitute instruments and software at the unit prices bid to create the most efficient system at no change in over-all cost. We would like to further analyze some options to become available in the next few months, such as a CRT console viewer for the Police Department communication center to make their handling of a large number of lines easier and such as software that would enable the connection of our other locations (fire stations, compound, utility office) into the municipal complex system. Based on my computations, we would be able to substitute these components for equipment currently priced at no net increase in cost, and develop within these parameters a system that would be on a par or even more efficient than that offered by the very highest bidders at up to $16,000.00 more. Attached is information on the recommended equipment and supplier.
