The project is zoned PUD and is 8.43 acres. The density on the project is 8.90 units per acre, and the total number of units is 75. On January 31, 1985 the project was approved by the Highlands Home Owners Association (see attached). On February 28, 1985 the Staff reviewed the final engineering and found the majority of the engineering to be in order. The Fire Chief has asked for 1 more hydrant to be added to the site, not closer than 6 feet to the dumpster site next to it. The Police Chief found the plan satisfactory as did the Building Official. The City Engineer questioned the grade and slope of the swales in the project and asked that the plan note all swales at less than a 3 to 1 ratio. Winter Springs Water & Sewer also had questions of tie in and looping the water system. A time would be worked upon early in the morning to make the tie in when the system is ready and would be a co-effort between Winter Springs Water & Sewer and the developer. The size of several lines needed to be changed to conform to City specifications for both water and sewer lines. A street lighting plan has been submitted by Florida Power, however, this will need revision to allow for underground utilities. With these conditions the plan received approval from the Staff and three copies of the ammended engineering have been signed off by the Staff. Plat will follow with an as-built from the project engineer which will have to be approved by the Staff after all improvements have been made. The Highlands will receive an Irrevocable Letter of Credit to insure the bonding for repaving Morie Loop. The City will need to require the same for Sheoah Blvd. Further, the Commission needs to direct the developer to utilize Sheoah to 434 as their only ingress and egress to the area to avoid intrusion on more homes than necessary. With these contingencies the Staff recommends approval of the final engineering on Cypress Club in the Highlands PUD. , " . . . Tract "C". Section Two of the Highlands. A variance of 20' has been granted for rear set backs for Lots, 9, 14, 11,12,15,16,17,18,19,28,29,30,31,32,33,34,35,37,38,39,40,42,49,SO~ 51 and 52.
