Attached is the City Engineer's memo to which all items have been complied with. Further, the Fire Chief had requested two additional hydrants to which the developer has agreed. A sidewalk will be developed along the front of the property, however internal sidewalks have been asked to be waived. This memo is attached as well. Winter Springs Development Corporation will also be constructing a portion of Greenbriar Lane to the end of the project. This is a planned road to cut through the middle of the golf course, between the 16th green and 17th fairway. The Commission may want to bond the road. The end at this time will be a stabilized surface cul-de-sac, to which the police and fire chief concur. This section of the road will need to be platted with the project. Buffering will be created by the 17th fairway, Howell Branch Creek and the Florida Power Corporation easement. The front will be a berm and wall mixture maintained to a six foot height. This should hide the project from Northern Way. The grounds, recreation package, lighting system and internal roads will he maintained by the homeowners association and should pose no hardship to the City. Planning and Zoning have recommended that a tot lot also be added to the recreation package, the developer will comply. Due to the size of the project the police chief has recommended a three-way stop at Northern Way and Greenbriar Lane. [] b. Preliminary plan supporting data. The preliminary plan shall be drawn on standard twenty-four-inch by thirty-six-inch paper for convenient filinG at a reasonable scale (normally one inch equals one hundred (100) feet) and shall include the following: e . o o o ~ D o o o 1. The name, location and right-of-way width of all existing improved streets, rights-of-way and platted streets within two hundred (200) feet of the proposed subdivision; surface elevation, including any legally established center line elevations; walks, curbs, gutters, culverts, etc. Proposed streets. The name of temporary designation (Street A, B, C, etc.), right-of-way, and type and width of pavement. Include any streets shown on the adopted comprehensive plan. Proposed easements or rights-of-way other than for streets (e.g., for drainage, pedestrian ways, bridle paths, or bicycle paths), location, width and purpose. Lots. Lot lines and scaled dimension, lot numbers, and/or block numbers, and building setback lines for irregularly shaped lots. The building setback distance is the distance required to meet the minimum lot width of the zoning district. Existing utilities on and abutting the tract; location, size and invert elevation of sanitary, storm, and combined sewers; location and size of water mains; location of gas lines, fire hydrants, electric and telephone poles, and streetlights. If water mains and sewers are not on or abutting the tract, indicate the direction and distance to, and size of nearest ones, showing invert elevation of sewers. 12. Proposed utilities. A statement on the proposed method of water supply and sewage disposal. 13. Other existing improvements, including buildings, on the tract. 14. Natural features, including lakes, marshes or swamps, watercourses, and other pertinent features; wooded areas. A general description of soils and existing vegetation on the tract shall also be provided (Seminole County Soils Survey). 15. Existing contours at one-foot intervals based on U.S. Coast and Geodetic Datum for the tract to be subdivided and, where prac- ticable, extending twenty-five (25) feet beyond the tract boundary . 16. Florida 32708 (3051 365-3252 CITY C F~ err\' P~/. ...~~ Nn\J RE: SIDEWALK PLAN - GREENBRIAR SUBDIVISION Dear Peter: e Greenbriar will be a private subdivision surrounded by the Tuscawi11a Country Club and a landscaped buffer wall. All of the streets and right of ways will be owned and maintained by the Greenbriar Homeowners Association. The streets will be strictly private, that is, for the use of Greenbriar residents and their guests exclusively. As in all other private subdivisions within the Tuscawilla P.U.D. and the City of Winter Springs, there are no sidewalks planned for the interior street system within Greenbriar. However, the builder will install, per city code, a sidewalk along the west side of Greenbriar Lane contiguous to the Greenbriar subdivision. Winter Springs code, Section 14-ll9(b) states, "Sidewalks shall be required in all developments unless specifically excepted by the City Council". The City Commission in the past has fully discussed and followed the policy that sidewalks need not be installed along streets and right of ways that are pri vate. Dear Pete: Please be advised that pursuant to the recommendation of the Planning and Zoning Board at the meeting of December 19, 1984, we agree to install equipment to provide a "tot lot" for the use of the residents of Greenbriar.
