SPECIAL MEETING CITY COMMISSION CITY OF WINTER SPRINGS NOVEMBER 18, 1985 The Special Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor John V. Torcaso. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Jim Hartman, present Arthur Hoffmann, present Leanne Grove, present Appointment to fill vacancy in Seat III: Motion was made by Commissioner Jacobs to appoint Mr. Philip Kulbes to fill the vacancy in Seat III. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Jacobs, aye; Commissioner Grove, aye; Commissioner Hartman, aye; motion carried. Mr. Philip Kulbes was sworn in as Commissioner, Seat III, by Mayor John V. Torcaso. . Dittmer Property: City Attorney Kruppenbacher explained that he had a meeting with Mr. Dittmer and his landscape architect, and they would like the Commission to postpone any decision until Mr. Dittmer meets with the Rustic Woods Homeowners to determine what would be mutually beneficial for the homeowners as well as the Dittmer project. Mr. Dittmer agreed to post a $15,000 bond to assure the aesthetic rehabilitation of the area. Motion was made by Commissioner Hartman that we basically postpone until December 9, 1985, the decision as to whether or not to grant the Dittmer Project an extension of time to complete this until July 1986 subject to Mr. Dittmer's posting a bond in the amount of $15,000, that if the landscaping is not completed within 30 days regardless whether or not on Dec. 9, 1985 the Commission grants the extension that bond is forfeited, and the City has the $15,000 to finish off the aesthetic appearance for the benefit of the surrounding homeowners, and the bond is to be posted by Friday, subject to the Attorney revising it to protect the City. Seconded by Commissioner Hoffmann. Discussion. Bonnie Kelly, Ridgewood Way, Sam Longo and Mr. Dittmer spoke in discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Grove, aye; Commissioner Hartman, aye; Commissioner Hoffmann, aye; motion carried. On Monday, December 2, 1985 Commissioner Elect Cindy Kaehler and Commissioner Elect Martin Trencher will be sworn in at 9:30 a.m. Meeting was adjourned at 7:30 p. m.
