Torcaso at 7:00 p. m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, pres ,nt City Manager Richard Rozansky, prese It City Attorney Frank Kruppenbacher, p "esent Commisisoners: Jim Hartman, present Arthur Hoffmann, present Buck Adkins, present Leanne Grove, present Industrial Waste Service: Industrial Waste Services was asking for an increase in commercial rates of $1.24. Mr. Pat Thornhill and Mr. Tom Daley Tere present. Mr. Thornhill also asked for an extension of the Industrial Waste Se :vices contract with the City. There was discussion of their service in Winte: Springs. Mr. Thornhill discussed the different rates if their contract wa; extended, and also with mandatory pickup with enforcement. Attorney Kruppenbacher and City Mana~er Rozansky will meet with Industrial Waste Services to discuss rates on commercLal and residential and will report back to the Commission. Mandatory Garbage Service-Discussion~ There was discussion of mandatory ga~bage service; as this could not be put on the tax rolls for this coming year, it W1S decided to bring this up again next year. Arbor Ordinance: The various sections were discussed, Sec.20.6.l, 20.8.1, 20.8.2, 20.2, 20.10. City Planner Peter Cowell said when ~e brings back the commercial code for review it will have a section for commercial landscaping requirements, also the land development section, when it is revi3ed, will have a section for landscaping for commercial development. The ordinance needs a definition of an undeveloped lot; the ordinance does not regulate the cutting down of trees, Sections 8-23 and 20.10 need to be clarified and also the appeal procedure needs to be clarified. Commissioner Grove asked if the forester could help the city with the problem at the southwest corner of Hayes Road and S.R. 434. The trees on the corner block your view and you have to pullout onto S.R. 434 before you can see the oncoming traffic. Mayor suggested the Commission make changes to the ordinance and there will be a Workshop on Oct. 21 to discuss the ordinance again. Mr. Tom Dougherty and Mr. Ben Kapla 's appointments will expire on the Code Enforcement Board on Oct. 28. Thes appointments will be on the Agenda for the Oct. 14th meeting for action. Mrs. Helen Powell, Hacienda Village, spoke about the work she is having done and asked whether or not she needed a b ilding permit. . . .
