Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Tom Lang, present Commissioners: Jim Hartman, present Arthur Hoffmann, present Buck Adkins, present Leanne Grove, present Also present: Jane Hayman, Attorney Winter Springs Water & Sewer: Proposal for billing of water company for Hacienda Village: Mr. Harry Martin, Utilities Director, explained that presently the residents of Hacienda Village are currently being billed by the owners of the village based on a 6" meter. Each individual unit in Hacienda Village is metered and they pay according to the consumption that goes through that meter. The base facility charge is pro-rated according to the number of units in Hacienda Village. The average resident in the City pays a base facility charge of $10.23 a month plus the 91 cents per thousand gallon of water consumption. If 1,000 gallons of water is used, they pay $13.70 per month. A resident of Hacienda Village would pay $4.68 for that same amount of water. Attorney Lang explained that once Hacienda Village elected to give up paying the utility fees and going to individual meters, they violated their PSC tariff that North Orlando Water & Sewer Corporation had. Once they did that, we can no longer give them the master meter rate. Hacienda Village elected to put in individual meters in order to be fair to all the tenants, but in so doing they backed them- selves into the position where now for us to abide by the law, and to avoid making them a utility, they have got to let us either go through with the individual meters and have the utility bill individual meters or they have to pull the in- dividual meters and have us bill the master meter and let them bill the cost of the utilities back into the rent. Discussion followed. Policy for sewer adjustments: Mr. Martin said they are trying to get a policy whereby those customers of Winter Springs Water and Sewer that have swimming pools which they periodically drain and refill, who use 10,000 gallons of water but do not use the sewer system; also where there is a leak and the water is just running onto the ground and it is not costing us anything for sewer treatment. Capacity allocation policy: The policy was discussed and it was suggested that Section 3, sub-paragraph c be changed as follows: for developments who contribute effluent disposal fields in lieu of connection fees, we would expect them to take back at least 150% of the flows generated. A resolution is to be prepared. Workshop Meeting, City Commission, July 1, 1985 Page 2 The sewer use ordinance and rate ordinance were discussed. Miscellaneous charges were discussed. Commissioner Hartman and Commissibner Adkins suggested the Building Department make the inspection at the time the rough in plumbing inspections are made. As for application requirements, the Commission was in favor of only name, address and telephone number. For late payments, the consensus was for 20 days and $20.00 to reinstate service. FLORIDA 32708 Telephone (305) 327-1800 RE: Richard Rozansky, City Manager Harry Martin, Utility Manager '~ Proposal for Utility Department to assume billing of Hacienda Village customers for water and sewer service TO: FROM: DATE: May 17, 1985 The Winter Springs Water & Sewer currently bills Hacienda Village water and sewer based upon meters located on SR 434, which isia 6 inch compound meter measuring fast flows and slow flows, and 6 inch and 2 inch meters located on Moss Road, the 6 inch measures fast flow and the 2 inch measures slow flows. We have discovered that 4 of the last 6 months, Hacienda Village has billed their residents more consumption per the meters at each of the 447 locations than we have billed them from our meters. One of the reasons this has happened, the 6 inch ~eter located on Moss Road has been malfunctioning. We are presently replacing this meter, until such time as proposal will be implimented. This will reduce our losses and pay for it's self the first month. Approximate cost is $1,200.00. Hacienda Village is billed a base facility charge, based on a 6 inch meter, of $178.96 plus $.91 per thousand gallons of water consumed. Plus a base facility charge of $332.41, based on a 6 inch meter, of sewer and $2.59 per thousand gallons of water consumed. When these figures of $178.96 and $332.41 are distributed between the 447 units it generates a base facilit~ charge of $1.14 per customer. All other residential ~eters are billed a base facility charge of $3.58 for water and $6.65 for sewer or a total of $10.23 per month. This would result in a monthly increase of $9.09 per bill times 447 units or additional revenues of $4,063.23. The past 4 months, WSWS billings to Hacienda Village verses Hacienda Village billings to their residents, we have lost approximately $5,779.95, besides, what we would have gained if we were doing the billing. Our cost involved to assume the reading and billing of the 447 residents of Hacienda Village would amount to approximately $100.50 each month. This does not include the initial set up of the accounts on our computer. Over a 12 month period additional revenues of $48,758.76 would be realized with costs involved of $1,206.00. We would assume all maintenance of lines up to and including meters. We presently are responsible for water mains located within Hacienda Village. Please advise if additional information should be considered. /db
