Workshop Meeting City Commission City of Winter Springs February 11, 1985 The Workshop Meeting was called to order by Mayor John V. Torcaso at 6:00 p. m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Tom Lang, present Commissioners: Jim Hartman, present Arthur Hoffmann, present Buck Adkins, present Leanne Grove, present The Workshop Meeting was called to discuss the proposed rate increase requested by Industrial Waste Services. Mr. John Jennings of I.W.S. distributed copies of a refuse rate evaluation which consisted of the background and circumstances occurring at the County level which caused the County to raise their disposal rates from $9.75 per ton to $18.00 per ton. Seminole County has had problems with compliance over the last several years with the Department of Environmental Regulation. They hired a consulting firm and it was their recommendation that should they desire to bring the landfill into compliance which was necessary in order for them to keep the landfill open, it was going to cost a substantial amount of money and as a result, the rates were raised. The Commission discussed the rates and various methods of collection. The Commission asked to see the tonnage receipts in order to substantiate the tonnage that I.W.S. has taken to the landfill. They also asked to see whatever financials I.W.S. has, either audited or unaudited as to the operating costs of their business and if I.W.S. could break it down as to the cost of operating in Winter Springs.
