HomeMy WebLinkAbout1985 01 22 City Commission Special Minutes . . . ,. - 84-85-8 SPECIAL MEETING CITY COMMISSION CITY OF WINTER SPRINGS JANUARY 22, 1985 The Special Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor John V. Torcaso. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Jim Hartman, present Arthur Hoffmann, present Buck Adkins, present Leanne Grove, present Industrial Waste Services: Mr. Pat Thornhill, General Manager of I.W.S. was present to speak about the proposed rate increase which was due to the Seminole County landfill rate increase. The proposed rate increase is from the present rate of $7.50 per month to $10.49. Commissioner Adkins asked Mr. Thornhill what percentage of the dump fees is IWS' overhead. Manager Rozansky reminded Mr. Thornhill that on Feb. 22, 1983 a motion was made that IWS would not request another rate increase for 24 months,. which will be March 1, 1985. Commissioner Jacobs asked how many customers there are in Winter Springs,and he also asked Mr. Thornhill if he could bring in his invoices from the landfill on Tuesdays and Fridays. Commissioner Grove asked about the pyroletic converter Mr. Jennings had talked about in Marion County. A Workshop Meeting was scheduled for Feb. 11, 1985 with I.W.S. and the Commission asked Mr. Thornhill for information regarding the number of customers, billing, percentage breakdown of his overhead. Water Main Extension Bid: Manager Rozansky asked the Commission to waive Section 2-24 of the Code in order to save time and do away with the time limit on the bids for the materials to extend the water mains from the present location to the municipal complex. The estimated cost is between $23,000 and $26,000, and the work will be done in-house. Manager Rozansky said we are asking the Commission to waive that portion of Section 2-24 to allow us to get the bids without the time requirements based upon an emergency to meet the time limits for the roof. Motion was made by Commissioner Jacobs to allow the City Manager to go out for bids on an emergency basis and wave the requirements of Sec. 2-24. Seconded by Commissioner Hartman. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Adkins, aye; Commissioner Jacobs, aye; Commissioner Grove, aye; Commissioner Hartman, aye; motion carried. Lawsuits: On the Imara Lawsuit, Attorney Kruppenbacher said there will be a Hearing in Circuit Court next month to determine if the lawsuit will be handled by a three judge panel to review it or a de novo hearing. Attorney Kruppenbacher will let us know next month. On the Seminole County vs. City of Winter Springs reference the road right-of-ways on SR 419, Attorney Kruppenbacher will discuss that at the next Commission Meeting regarding resolving that lawsuit. Proposed commercial zoning code: A Workshop Meeting was scheduled for Monday, Feb. 11, 1985 at 6:00 p. m. Mr. Tom Dougherty of Oak Forest spoke about the wall and was informed that it has been sent to the Code Enforcement Board. Meeting was adjourned 8:06 p. m.
