REQUEST: City Manager requesting the Commission to authorize the creation of a new Finance and Administrative Services Department. PURPOSE: This agenda item is needed for the Commission to consider the recommendation of the City Manager to merge the General Services Department and the Finance Department into a newly created Finance and Administrative Services Department. CONSIDERATIONS: As previously discussed, the Proposed FY 2010 Budget includes a departmental reorganization that combines the General Services Department and the Finance Department into one department. This newly created department is recommended to function under one director position entitled "Director of Finance and Administrative Services." Anew job description has been prepared for this position and has been reviewed and an associated pay grade has been assigned by the City's compensation consultant, Cody and Associates. In accordance with City Charter, Section 6.01, the City Commission "may establish city departments, officers or agencies in addition to those created by this Charter and may prescribe the functions of all departments and agencies." Accordingly, this reorganization is presented to the Commission for formal approval, effective immediately. RECOMMENDATION: The City Manager recommends that the City Commission approve: 1. The creation of a new City department entitled "Department of Finance and Administrative Services," and an associated new department director entitled "Director of Finance and Administrative Services." 2. Consent X Informational Public Hearin COMMISSION ACTION: CITY OF WINTER SPRINGS SALARY RANGE: $71,709 - $109,716 JOB DESCRIPTION TITLE: FINANCE AND ADMINISTRATIVE SERVICES DIRECTOR PAY GRADE 43 DEPARTMENT: FINANCE AND ADMINISTRATIVE SERVICES GENERAL DESCRIPTION: Highly responsible administrative, professional and technical work directing and coordinating the Accounting, Finance, Utility Billing, Treasury, Budget and Payroll functions. Also responsible for the administration of Risk Management & Insurance, Safety, Purchasing and other general administrative functions of City Government. Work is performed under the administrative direction of the City Manager. ESSENTIAL JOB FUNCTIONS: • Directs the preparation of financial reports and schedules. • Reviews and approves financial materials such as: checks, pay requests, memorandums, payroll timesheets, etc. • Reviews financial data, such as: bond documents, monthly financial reports, other reports and funding requests. • Coordinates City pension plan. • Attends and participates in administrative meetings, such as: agenda preparation, staff, department head, Commission, and pension board. • Coordinates the annual audit. • Prepares routine and special reports, analysis and management studies. • Prepares and monitors the City's budget. • Oversees investment and management of City investments. • Exercises general supervision over various assigned activities. • Develops programs, City-wide policies and procedures. • Initiates and carries to completion special programs as directed by the City Manager. • Assists department heads and City agencies as needed. • Interacts with officials and agents of other governmental entities. • Attends various meetings, conferences and other programs. • Represents the City Manager at various meetings. • Manages the disposition of surplus assets. • Prepares and implements Customer Service Plan. MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES: - Knowledge of governmental accounting principles. - Knowledge of local finance administration. - Knowledge of modern business management and the principles and practices of public administration. - Knowledge of computer systems pertaining accounting and financial management. - Knowledge of budgeting and financial reporting systems. 07/14/09 FINANCE AND ADMINISTRATIVE SERVICES DIRECTOR PAY GRADE PAGE 2 of 3 43 - Knowledge of purchasing procedures and policies. - Ability to lead and motivate a small department. - Ability to communicate effectively orally and in writing. - Ability to analyze financial data and discern underlying management problems. - Ability to exercise good judgement in financial management. - Skill in making public presentations. - Skill in developing employees and holding them accountable. - Skill in use of PC's for analysis and report development. - Knowledge of public personnel administration. - Knowledge of sources of information related to problems of local government. - Ability to write clear and concise reports, memoranda, directives and letters. - Ability to develop comprehensive plans from general instructions. - Ability to develop and maintain effective working relationships with department heads and the general public. EDUCATION AND EXPERIENCE: Graduation from an accredited four-year college or university with a Bachelor's Degree in Accounting, Business, Public Administration, Financial Management or a related field. Master's Degree preferred. CPA/CGFO required. Three to five (3-5) years of experience as a local government Finance Director or assistant; or three (3) years of progressively responsible experience in local government administration. (A comparable amount of training, education or experience can be substituted for the minimum qualifications.) LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must be able to be bonded. ESSENTIAL PHYSICAL SKILLS: - Acceptable eyesight (with or without correction) - Acceptable hearing (with or without hearing aid) - Ability to communicate both orally and in writing.
