Joan Seretti, Harlan Locklin and Associates, representing the ~ applicant made presentation for the applicant. Elwell stated just prior to the meeting ~a letter from the Highland's Homeowners' Association was delivered approving of this project subject to compliance with City Code. Elwell reviewed the Staff Report clarifying the conditions the Staff deemed necessary to assure the project's compliance with the City's Codes. Discussion. DeFazio moved to approve the Preliminary Development Plan, Cypress Village Two, for discussion. Smedley seconded. Discussion. Smedley amended the motion to approve the Preliminary Plan subject to the conditions of the Staff Report. Hatfield seconded. Vote: Hatfield, aye; Kaehler, nay; DeFazio. aye; Joshi, aye; Smedley, aye. Motion carried. Original motion as amended which states the application is approved subject to the conditions of the Staff Report. Certain specific commission action (waivers) that may be required by the City Code (Sec. 14-95, and Sec. l14-1l9(b)) relative to certain conditions to be imposed (No.18, page 3, and; No. 21, page 3, of the 12 Dec. 83 STAFF REPORT) may be addressed by the City Commission more expeditiously in the course of final plan review/action, when the applicant's presen- tation of sidewalk and street plans become more refined, and the City Planner's interpretation of the Code becomes clarified, and; 05.
