M., CITY HALL, WINTER SPRINGS, Attendance: CITY ENGR./HASSLER, POLICE CHIEF/GOVORUHK, FIRE CHIEF/HOLZMAN, BUILDING OFFICIAL/SMITH, CITY PLANNER/ELWELL Background Information: 1. Phase one (14 acres, 156.DUS) of a two phase (28 acre, 324 DUS) multiple family condominium (fee simple townhouses) development. (e 2. All streets/common areas are to remain private and be controlled by the Homeowners Association. The City Attorney has reviewed and approved (based on "assumptions") by letter, the Articles of Incor- poration, Declaration of Covenants and Restrictions. 3. Preliminary engineering was "previously" approved by City Commission subject to conditions (Specified: Minutes of City Commission 25 Oct.83) Coordination/Synthesis of The Findings of Staff Review: The final plans are approvable subject to the applicantts ability to meet the following conditions of Staff Review: 1. The City Planner must "verify" from evidence to be submitted by the applicant that there is compliance with the City Engineerts memo of 25 November 83, (attached) on the preliminary plan, and including com- pliance with the ttStandard Provisos of Engineering Approval", (attached) and including the $10,000 Homeowners Association "opening l;>udget" condition of approval, all sanctioned by the prior approval of the preliminary plans (attached), and; 2. The City Planner must "verify" from evidence to be submitted by the applicant that there is compliance with the City Engineerts memo of 7 December 83 on the final plan, (attached) and including compliance with the "Standard Provisos of Engineering Approval", and; . Other conditions- arising from Staff discussion of 8 December 83 - are as follows: 3. All final plans for further review shall be signed and sealed by a registered engineer, and; 4. Assessment/ Validation: bldgs. 6 and 7 is to be moved to an eight (8) inch line extended between bldgs. 10 and 11, and; 5. The hydrant adjacent to bldg. 41 is to be temporarily relocated to north of bldg. 13, and; 6. The hydrant north of bldg. 25 is to be temporarily relocated to north of bldg. 24, and; 7. At such time that phase "II" may be constructed, the above hydrant relocations (items 5,6 above) will be relocated again to their origina "approved" design location, and; 8. "Temporary" culs-de-sacs (one each at the east and west ends of the development) shall be planned and constructed to the City Engineer's satisfaction, to facilitate traffic flow at street interruptions (street st~b~) that may result from the phasing of this development, and; 9. For further review of the final, all plan sheets must show all street name designations in accordance with the approved preliminary plan, and as they may become revised in the course of compliance with these conditions, and; 10. The City Planner must "verify" through the City Attorney from evidence submitted by the applicant that the owners of the Phase II tract (not a part of this final) will) will have perpetual right of access over the private streets of Phase T to a public street, and; 11. In accordance with Sec. 14-110- prior to the installation of any required improvements, all supplemental data shall he in the files or shall be submitted to the City Planner, and; 13. In accordance with Sec. l4-ll6(c)- the applicant must submit to the satisfaction of the City Planner, a plan for the location and designa- tion of street signs, to be approved by the head of the Dept. of Public Works, and; 14. In accordance with Sec. l4-l17(~)- the applicant shall submit a plan for the location of appropriate street lights, and prepared in con- junction with the power company, for approval of the City Engineer,and; 15. In accordance with Sec. 14-l17(b)- the applicant shall submit a plan for location and designation of traffic signs, for the approval of the City Chief of Police, and; 16.
