I have done this and cross-checked it with the City Clerk. The updated map was presented to the Planning and Zoning Board. The changes during 1982-83 are described in the minutes of their May 18 meeting. The map is certified by the Board as correct as of this date and is recommended to the Commission for their approval. FLORIDA 32708 Telephor,a (305) 327-1800 May 23, 1983 MEMO TO: City Manager SUBJECT: Recording Replat of Lori Anne Acres Lots 1-4 - In February, the Commission gave conceptual approval to the replat of four lots in Lori Anne Acres, to make possible fee-simple ownership of individual units of a quadruplex (see attached minutes). The condition placed by the City-to dedicate appropriate easements on the plat guaranteeing to all lot owners the right to traverse other lots to gain access to the rear of their own unit and their parking area--has been fulfilled. The only unfinished item at this point is altering some phraseology in the deed restrictions. Hanager Rozansky said a change \.las made in the title and in Section I to delete the words "and officers". No one spoke for or against the ordinance. Manager Rozansky recommended the Commission appoint the Trustees as follows: The Mayor, City }lanager, one Commissioner, a citizen at large, and one employee from the Police Department, one employee from the Fire Department and one employee from the Public Works Department, in rotation, for a two year term. }funager Rozansky asked the Commission to appoint Mr. John Hatfield as the citizen at large, and the Plan Administrator should be the City of Winter Springs. Vote on the motion: Commissioner Hartman, aye; Commissioner Adkins, aye; Commissioner Linville, aye; Corillnissibner~Trencher, aye; Commissioner Grove, aye; motion carried. by e Replat of Lots 1-4, Lori Anne Acres: Lori Ann Acres is the Quadraplex development between Fairfax and Hoss Road. There are a total of 16 lots on either side of Lori Ann Lane. We have a request from the O\Viler of four lots to replat them into four lots each do\Vil the co~~on wall of a quadraplex unit on each lot. The buildings were constructed according to the building code requirements for fee simple o\Vilership and we have a precedent for this type of lot division in the Highlands and in Tuscawilla. The only additional complication is that there is a common driveway between Lots 1 and 2 and Lots 3 and 4 and also parking is to the rear of the existing quadraplex unit so that we needed to verify that the buyer of the fee simple lots that were separated from the drive\yay would have full access to the rear of thf'ir property to park. At the intersection of Winter Springs Blvd. and Northern Way at the model center, he requests a right-turn deceleration lane on Winter Springs Blvd. westbound to facilitate traffic turning north onto Northern Way. When connections are made in the Tuscawilla road system to link up with SR 419 and SR 426, he projects this will be an extremely busy intersection. Also, development of the commercial and condominium areas of the PUD will affect this corner. It will be more efficient and economical to add sufficient turn lanes at this time to serve the ultimate traffic needs. e He would prefer a right-turn deceleration heading south on Northern Way at Winter Springs Blvd. to aid westbound traffic. Since this road section is already constructed, the next logical time to stipulate an added lane there will be with the development of the single-family area on the northwest corner. It is recommended that the first request - for a right-turn deceleration lane westbound on Winter Springs Blvd. at Northern Way - be added as a condition on the approval of the final engineering of Units 12 and 13 of Tuscawilla at this -time. 7 ~ , (~ c" /.... FLORIDA 32703 T e!ephona (305) 327.1800 MEMO TO: City Manager SUBJECT: Final Engineering of Tuscawilla Units 12 and 13 DATE: May 19, 1983 e A Staff Review was held on Thursday, May 19, 1983, at 11 AM, to consider the final engineering for Units 12 and 13 in Tuscawilla. Present were Police Chief Govoruhk, City Engineer Cooper, Building Official Smith, Public Works Director Hassler, and Planner Koch. Fire Chief Holzman reviewed the plan and provided his comments prior to this meeting. Units 12 and 13 comprise 106 acres to be developed with 129 single family lots, in the eastern area of Tuscawilla. Unit 12-A, including 15 of these lots, was approved, earlier and is the new model center. Another portion of this development, including Winter Springs Blvd. from Howell Creek to a point east of Northern Way, has been already approved for construction (April). The remainder of Units 12 and 13 has now been submitted and re- viewed for City approval of the engineering only. No approval to record plats is requested at this time. Winter Springs Blvd. In conjunction with these plans, the City requested the developer to prepare a record plat of that section of Winter Springs Blvd. from Northern Way eastward to near Howell Creek which was dedicated by a deed to the City in 1975. This will be recorded along with the plats of Units 12 and 13 to fill in this gap in the platted record. This development will extend Winter Springs Blvd. to near Bear Creek across from future commercial development in the PUD adjacent to Oviedo Commercial property. The question of whether and when and under what conditions to extend Winter Springs Blvd. across the creek to connect with SR 426 will have to be decided prior to development east of the creek. Until then Winter Springs Blvd. and Northern Way will be functionally looped. In the original approval of the PUD, a situation was created wherein streets of the same name form more than one intersection, which would lead to con- fusion in emergencies as to which of the like-named intersections is the scene of a problem. This has been discussed now for several years and some remedies have been suggested. Prior to approval to record these plats, the developer and the Police and Fire Chiefs will decide on how to distinguish between the three intersections of Northern Way and Winter Springs Blvd. by modifying the names as necessary. . e e The lighting plan for the new construction of Winter Springs Blvd. provides for town and country lights with underground service. lights on the residential street will be standard concrete poles. Traffic and Sidewalks Winter Springs Blvd. will have left-turn lanes at Northern Way. No added turning lanes were determined necessary on Northern Way due to these single- family developments. When condominium areas are built along Northern W~y! the need for extra laning will be reviewed. Sidewalks are required by the Code on both sides the full length of all streets. The developer wishes to eliminate sidewalks on one side adjacent to green belts (see attached letter of April 21). The Staff disagrees and recommends no waiver. Staff agrees with deferral of sidewalks along future residential sites (to avoid their destruction during construction) until after home building is completed. Parks A condition on the approval of the portion of Unit 12 reviewed in April was that engineering for the park in that portion be submitted with the balance of the engineering for Units 12 and 13. This is the 5-acre park agreed on with the revisions to the PUD last November. Whereas the developer had previously been receptive to providing a stabilized parking area off the road for visitors to this passive park! his attached letter of May 19 contends this is not feasible economically. e When the concept of the 5-acre park was approved! a commitment was made to provide a map of it immediately (November 1982). No further information was supplied until this engineering was submitted in February. Inspection of the drawing located the park entirely within the flood prone area at a grade much lower than adjacent Winter Springs Blvd. At that time the City Staff asked for and received the promise to engineer an off-road parking area! which has been withdrawn. lack of provision for parking would make this passive park inaccessible to residents unable to walk or bicycle to the site! and it is ~ creekside facility to be opened up to all Tuscawilla homeowners. It is suggested the requirement to provide a stabilized parking area at the 5-acre park on Bear Creek be sustained. Engineering The City Engineer recommends approval subject to the conditions in his memo of May 9! 1983. The Fire Chief has approved the sizing of the water lines and location of hydrants. The Police Chief is designating the traffic control signs he will require. In that these units involve all public roads! significant additional work will be incurred by Public Works. There are! also! a number of drainage retention areas which will ultimately need maintenance. The developer proposes to dedicate these to the City. Prior to recording of the plat! a policy decision will be needed on whether to accept these as City responsibility rather than that of Tuscawilla homeowners. e The median on Winter Springs Blvd. will be landscaped and maintained by the developer until Tuscawilla is completed. A landscaping plan will be provided ~ to the Police Chief for his review regarding visibility and safety. The final engineering of Units 12 and 13 in Tuscawilla is recommended for approval subject to the Engineer's memo of May 9, 1983, and the positions stated herein with respect to sidewalks and the park. All applicable standard provisos. 2. Provide bank erosion control at the bridge either by means of sod or fabriform. . 3. After the roads are cut to subgrade we will require further soils reports and underdrains. 4. A developer's agreement for sidewalks needs to be provided. This agreement must define the sidewalks which will be installed immediately. 5. Seminole County Bridge Department must give final approval on bridge. 6. A guardrail must be installed on the bridge.
