HomeMy WebLinkAbout1983 04 19 City Commission Workshop Minutes . . . WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS APRIL 19, 1983 The Workshop Meeting was called to order by Mayor John V. Torcaso. City Manager Evaluation: Commissioners Adkins, Linville and Grove were not in favor of filling out written evaluations. Salary recommendations were as follows: Commissioner Hartman $24,015; Commissioner Adkins $30,000 - 32,000; Commissioner Linville $28,000; and Commissioner Grove $27,500 to $28,000. The Commissioners asked for a copy of the list showing what City Managers in Seminole County municipalities are paid. This will be on the agenda next week for action. Hayes Road Repair: There was discussion of the roots of the trees getting into the underdrains and preventing them from working. Mr. Cooper said he is proposing to use the existing curbs and gutters, the existing material in the base, merely adding to it and a new surface. Commissioner Adkins suggested the trees be removed and cut the banks. Commissioner Hartman recommended sending the City's backhoe out there and checking to see if there are underdrains on both sides of the road and what condition they are in before cutting down the trees. He asked that research be done before removing all the trees. NOUSCO Acquisition: Mayor Torcaso discussed the letter from NOWSCO dated April 15, 1983. Attorney Kruppenbacher recommended that the City withhold any discussion on this item until he comes back with a recommendation. Moss Road: There was discussion of the proposed improvements to Moss Road. The City Engineer recommended two lanes going north; corning towards the south there should be a through lane and a right hand turn lane; Mr. Cooper suggested four lanes for about 300 or 400 feet which would provide the ability to turn, without the median and then narrow down to two lanes the rest of the way; and plus the pond, the storm drainage would be minimal. He said he could give cost estimates both ways. Legislative Bulletin - Discussion: Commissioner Adkins said the Council of Local Governments is having a special meeting on Wednesday, April 27th, 7P. M. at the County Court House to discuss the proposed bills and to send resolutions on the ones they oppose. Everyone is invited. Mayor Torcaso asked Commissioner Linville and Commissioner Grove to ask Commissioner Trencher if he will be available to attend Commission Meetings. Meeting adjourned 9:18 p. m.
