Torcaso. Roll Call: Mayor John V. Torcaso, present Deputy Mayor Buck Adkins, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Jim Hartman, present Inez Linville, present Martin Trencher, absent Leanne Grove, present 1982-83 Budget Revision: There was discussion on Projects, and the following information was passed out by Manager Rozansky: A. Capital Improvement Fund 63.1 Capital Improvements Spent Obligated $71,900.00 20,042.44 51,857.56 -22,991.10 28,866.46 (Available) 57,489.00 69.3 Capital Reserves Total Fund: 129,389.00 . B. Projects: 1. Hayes Road (434 to Bridge) 2. Highlands (drainage) 3. Tuscawilla (Unit III) 4. City Hall (drainage) 5. Municipal Comples Study 22,500.00 10,000.00 10,000.00 4,600.00 20,000.00 67,100.00 C. Funding: No.1 and 4 + Capital Improvement Fund No.2, 3 & 5 + General Fund 27,100.00 40,000.00 67,100.00 The Commission then discussed paving of Moss Road, ways of paying, either a bond issue or assessing property owners. There was discussion of building the police and municipal complex. Commissioner Hartman asked why would we need a 4-laned road with a median, if for some reason the municipal complex is not built on Moss Road. He said a standard road rather than a divided road should be built in order to cut costs. . The Commission then went through the revised budget and discussed all the proposed changes. In the General Government budget, the year end reserves was raised to $175,000; Iron Bridge is $15,500. Manager Rozansky explained we have several weeks to see what is happening with Florida Land Company befo:~e we sign that second agreement that would obligate us for construction. 31.3 Consultant Services, $20,000.00 is for the Municipal Complex Study; 63.1, Capital Improvements is for items 2, 3 and 5 under projects in the amount of $40,000.00. 69.1 Contingency - $102,282.00. Manager Rozansky took all the general fund revenues minus all our projects and programs and came to that figure. Paving Moss Road was again discussed. The Commission was in favor of taking the money . Workshop Meeting, City Commission, March 29, 1983 Page 2 . in the contingency and the capital reserves to start the work on Moss Road. Rozansky will have a report for the next meeting. Manager The ordinance to reduce the utility taxes was discussed briefly. Because of all the projects to be funded, the Commissioners were not in favor of reducing the utility taxes at this time. Commissioner Trencher may bring this ordinance up under his seat at the next meeting. Paving roads in the Ranchlands: Mayor Torcaso explained this was put on the agenda for discussion purposes only, just to find out what the people wanted. Mr. Sam Musgrove, Panama Road and Mr. and Mrs. Harry Reid, Hayes Road, were not in favor of paving the roads. They felt that the trucks from the Wander Lake project were causing the problem. After that project is finished, they would like to see in what condition the roads remain. Mayor Torcaso discussed the letter from Pete Knowles reference to the 5~ gas tax. A resolution is to be prepared for the next meeting to send to the Seminole County Legislative Delegation opposing this tax. Meeting was adjourned 9:10 p. m. Respectfully submitted, . Mary T.
