Hall requests that the City approve the recording of the plat of Garden Club Apartments and simultaneously accept the improvements on Garden Drive adjacent to the development. Since there was no performance bond covering Garden Drive, it was necessary to require all improvements be complete prior to recording of the plat of Garden Club Apartments. These improvements have been inspected by the City Engineer and found acceptable except for installation of sod in the public right-of-way and the drainage swales at the rear of the development. Section 14-98 (b) provides for waiving installation of sod until home construction is finished as long as a bond is presented ensuring the sodding at a later time. We have received that bond. All other provisions of the Code relevant to this request have been satisfied. It is recon@ended that the City approve the recording of the plat of Garden Club Apartments and accept the improvements on Garden Drive, granting a waiver to installation of sod at this time in accordance with Section 14-98.
