was called to order by Mayor Troy Piland. 'Ihe invocation was given by Deputy Mayor
John Torcaso. '!he pledge of allegiance to the flag was led by Mayor Troy Piland.

Ranches Sec. 6:
Motion was made by Commissioner Torcaso to approve Resolution No. 390. Seconded by

First Read" of Ord. No. 266 fencing of Ri t-of-ways:
Attorney Cook read Ord. No. 2 in its entirety on first reading. 'Ihe public hearing
is to be scheduled for August 24~ 1982.
Discussion of waiving fees for annexations that are solicited by the City:
Motion was made by Commissioner Hartman, seconded by Commissioner Torcaso to instruct
the City Attorney to draw up a resolution to provide for the waiving of the fees (for
annexation) on behalf of the City. Discussion. Vote on the motion: Comnissioner Torcaso ~
aye; Commissioner Hartman, aye; Commissioner Adkins ~ aye; Commissioner Trencher ~ absent;
Commissioner Boyd~ aye; motion carried.
City Manager - Richard Rozansky:
Motion was made by Commissioner Torcaso to set the proposed millage rate at 1.1959; the
rolled back rate at 1.67; and the day ~ time and place of the public hearing for Tuesday ~
August 31, 1982 at 7:30 p.m. at Winter Springs City Hall~ 400 N. Edgemon Ave. ~ Winter
Springs, Fl. 32708. Seconded by Commissioner Adkins. Discussion. Vote on the motion:
Commissioner Hartman~ aye; Commissioner Adkins~ aye; Commissioner Trencher~ absent;
Commissioner Boyd~ aye; Commissioner Torcaso, aye; motion carried.
August 3rd will be a Workshop to discuss the police budget ~ capital programs ~ recreation~
Staff Agencies/offices and cost of living/pension.
. Voting Delegate:
Motion was made by Commissioner Torcaso to appoint Comnissioner Boyd as the voting
delegate at the Florida League Convention in October. Seconded by Corrmissioner Hartman.

City Manager Richard Rozansky is to be the alternate.
Comprehensive Development Plan - Update:
The Commission gave authorization to the City Planner to send this update of the
Comprehensive Plan to the other jurisdictions for their comments.
Resolution No. 391, opposing the elimination of Rate Schedule MS-l which would
result in an increase in the price of electric service to the City.
Motion was made by Commissioner Boyd, seconded by Commissioner Tbrcaso to adopt
Resolution No. 391. Discussion. Vote on the motion: Commissioner Ad1d.ns, aye;
Commissioner Tr>encher, absent; Commissioner Boyd, aye; Commissioner Tbrcaso, aye;
Commissioner Hartman, aye; motion carried.
Reports:
Attorney Al Cook reported that the Supreme Court has decided to hear the appeal of
Florida Land Company dealing with the constitutionality of our City charter.
The Commission was in favor of buying a small ad for the Special issue of the Florida
Mtmicipal Record 60th anniversary.
Motion was made by Commissioner Hartman to instruct the City Manager to proceed to
finish the ballfield at Sunshine Park using his discretion. Seconded by Cormnissioner
Tbrcaso. Discussion. Vote on the motion: Commissioner Boyd, aye; Commissioner Tbrcaso,
aye; Commissioner Hartman, aye; Commissioner Adkins, aye; Commissioner Tr>encher, absent;
motion carried.

Motion was made by Commissioner Hartman, seconded by Cormnissioner Tbrcaso, that we
set aside $6500 for materials for the restrooms to be built by the Sertoma Club at
Sunshine Park. Discussion. Vote on the motion: Commissioner Tbrcaso, aye; Commissioner
Hartman, aye; Commissioner Adkins, aye; Commissioner Tr>encher, absent; Commissioner
Boyd, aye ; mot ion carried.
