Roll Call: Mayor Troy Piland, present Deputy Mayor John Torcaso, present City Manager Richard Rozansky, present City Attorney A1 Cook, present Connnissioners: Jim Hartman, present Buck Adkins, present Martin Trencher, absent Maureen Boyd, present Report on City Manager: Connnissioner Hartman reported that the Connnittee's reconnnendation was for a $1,200.00 merit increase and $1,200 salary increase. The Connnittee rated the Manager good in relations with the public, employees and in financial affairs. The Connnittee requested a calendar be prepared on a yearly basis with all items from the Charter that the Connnission has to deal with. Connnissioner Hartman said this would be helpful if it were presented to the Connnission at the beginning of the year. Motion was made by Connnissioner Hartman to reconnnend that we give the City Manager Richard Rozansky a $1,200.00 merit increase and a $1,200.00 salary increase. Seconded by Connnissioner Adkins. Discussion. Vote on the motion: Connnissioner Boyd, aye; Connnissioner Torcaso, aye; Connnissioner Hartman, aye; Connnissioner Adkins, aye; Connnissioner Trencher, absent; motion carried. Mayor Piland said the City Connnission needs to set policy and give the City Manager some direction when certain things should be done. He reconnnended the budget revision should be completed no later than January of each year. Mayor Piland also suggested that an orientation would be helpful after the election with the new connnission as to what dates are important such as the Budget, appointments, etc. Rep1at of Cypress Village Phase I: Cypress Village is on the north of Moree Loop. The development has fee simple lots so that each unit can be sold with property beneath it. When they built Phase I, two of the buildings were located differently than shown on the plat so that the party walls are not concurrent with the lot lines. For the reasons in Mr. William's letter they want to move the building further from Moree Loop. The only reason for the rep1at is to make the lot lines on the rep1at coincide with the way they actually built the party walls within the townhouses. There were two other owners but they own units that are in buildings not affected. by the shift in lot lines and they did give their consent to the rep1at. Staff recommends approval. Motion was made by Connnissioner Hartman to approve the rep1at of Highlands Sec. 2 Tract C Phase I (Cypress Village). Seconded by Connnissioner Boyd. Discussion. Vote on the motion: Connnissioner Torcaso, aye; Connnissioner Hartman, aye; Connnissioner Adkins, aye; Connnissioner Trencher, absent; Connnissioner Boyd, aye; motion carried.
