Authorization REQUEST: The Parks and Recreation Department requests that the City Commission review information regarding the current FRDAP grant for the dog park, future FRDAP grants, and dog park facts and provide further direction if deemed necessary. PURPOSE: The purpose of this item is to review information regarding the current dog park grant, future FRDAP grants, and dog park facts to provide further direction if deemed necessary. CONSIDERATIONS: Considerations of funding for the dog park will be included with other capital items during forthcoming budget workshops. However, due to potential challenges presented by the FRDAP Program (discussed herein), staff felt it important to brief the Commission sooner. • In 2001, the City Commission began reviewing the need and demand for a designated public dog park. An extensive search was conducted to locate the best site. • On December 8, 2003, the City Commission approved a temporary dog park at its current location. The Friends of Leash Optional Parks raised and gave the City $3,000 toward the $15,000 cost. • On April 17, 2004, the grand opening to the Winter Springs Temporary Paw Park was held. • On January 22, 2007, the Friends of Leash Optional Parks presented the City a check for $4,000 for the new dog park and a certificate for a large oak tree. • On August 13, 2007, the City Commission approved the application of a FRDAP Grant for the Permanent Dog Park to be located at the front of the Central Winds Park expansion property near SR-434. • On July 28, 2008, the City Commission approved the execution of the FRDAP agreement for up to $135,611 in matching state funds. • The 2007/2008 city budget included $125,000 from the general fund for the cities match to the FRDAP grant. However, due to city financial concerns, the project was not started. Also, it was not re-budgeted for FY 2008/2009 due to the same concerns. Agenda Item Regular 601 July 13, 2009 Page 2 • Staff received a letter from the FRDAP grant office informing the city that the dog park project is non-compliant and the city will not be able to apply for future FRDAP grants. In order to be compliant, the city will need to complete the boundary survey of the exact construction site on the Central Winds Park expansion, title search, and then commence project construction. • The FRDAP program did not fund any projects at all the last funding cycle. However, they have opened a new cycle which requires applications to be sent in by September, 2009. The city would be eligible to submit an application for FRDAP funding up to $200,000 for Magnolia Park to reduce its total cost or enhance the project. (No additional match is needed because funds are budgeted and available.) • In order to meet this grants deadlines, staff needs a decision as soon as possible on the dog park FRDAP grant regarding compliance or the return of the dog park FRDAP grant. • Parks and Recreation staff has diligently worked to reduce the total cost of the dog park project $271,222 ($135,111 city match). Staff proposes that a nice dog park, which meets grant requirements, will be a facility residents are proud of and will meet the current and future need of Winter Springs residents can be built at a total cost not to exceed $100,000. REVISED DOG PARK BUDGET Fencing - 1,500 LF, BV, 6 ft. height $ 20,000 Asphalt - 800 LF ft. walking trail, 8 ft wide $ 20,000 Remove, Transport, and Reinstall existing 3 Picnic Shade Structures $ 15,000 10 Dog Playground Structures $ 12,000 2 Dog Water Fountains, 2 Misters $ 7,000 25 - 45 Gallon Trees and Landscaping $ 6,000 6 - 8 ft. benches $ 5,000 25 -Signs and a bulletin board $ 4,000 Mulch walking trail around park $ 4,000 3 Picnic tables 4 000 TOTAL $ 97,000 CONTINGENCY 3 000 TOTAL $100,000 • Also, construction on the City of Winter Springs Water Reclamation Plant on Lake Jessup could start as early as spring 2010 necessitating the removal of the existing temporary dog park. • Regarding usage of the existing temporary dog park: staff has estimated the dog park usage to be about 335 persons. This was based on a periodic count of users. In order to obtain a more accurate number of users, staff directed that a roadway count be done with a traffic counter by GMB Engineers directly next to the temporary dog park parking lot. The testing was done for 7 days, January 23 -January 29, 2009 and also April 17 - Apri123, 2009. The results were very similar and indicated 510 users in 1 week in January, 2009 and 516 users in 1 week in April, 2009. The low was 29 in 1 day, Monday and the high was 144 on a Sunday. Agenda Item Regular 601 July 13, 2009 Page 3 • The yearly operational costs are budged at about $20,000 and should remain the same with a permanent dog park. FUNDING: Staff has reduced the budget from $271,222 to a maximum of $100,000 50% FRDAP $50,000 and 50% City $50,000 RECOMMENDATIONS: The Parks and Recreation Department recommends that the City Commission review information regarding the dog park FRDAP grant, future FRDAP grants and dog park facts and provide further direction if deemed necessary. Since these documents are past due, you are found to be non-compliant per your project agreement and the program Administrative Rule until receipt and approval of these documents. While in non-compliant status you will not be eligible to apply for future FRDAP funds. Please call or advise us in writing as to the reason for the delay of these documents and when we may expect them. The required Commencement Documentation forms were previously distributed to you but may be obtained from our Web Page at: www.dep.state.fl.us/parks/oirs. Upon receipt and approval of these documents the City will be reinstated for future program participation and we will issue authorization to commence project construction.
