Authorization REQUEST: The Pazks and Recreation Department wishes to inform the City Commission regazding the upcoming 2 yeaz Recreation Program Agreements with the primary youth sports provider organizations. PURPOSE: The purpose of this item is to inform the City Commission regarding the current planned changes to the 2 yeaz Recreation Program Agreements with the primazy youth sports provider organizations (Winter Springs Youth Organization-Babe Ruth, Winter Springs Basketball League, Florida Soccer Alliance, Central Florida United Soccer Clubs, Winter Springs Grizzlies, and Seminole Lacrosse League). CONSIDERATIONS: • The City of Winter Springs has been executing 2 year agreements with the primary youth sports provider organizations since 2003. These agreements help defer the cost of providing and coordinating facilities and assist youth sports organizations. • These agreements have been changed every 2 years to provide needed increases in revenue to the city and services to the youth organizations. • The 2008-2009 agreement fees were primarily based on the number of youth sports participants. The youth sports participant's numbers have decreased and aze expected to be 20% lower. Therefore, staff is recommending a change in the agreements to a fixed fee. The fixed fee is correlated to the hours of field usage and number of fields used. • These fees aze used to cover direct costs but cannot cover all indirect costs such as field maintenance, utilities, and staffing costs. There is a balance necessary in charging youth organizations these fees. The cost is always passed on to the parents. If the increase is significant participation drops off or children may play at another city that has a lower fee to participate. Total $14,500 $ 8,000 $ 18,000 $ 15,000 $ 7,000 14 000 $ 73,500 - Winter Springs Babe Ruth fees increased due to the fact that they use the fields primarily at Central Winds Park every day for both fall and spring seasons. - Winter Springs Grizzlies fees went up slightly; they use the fields only in the fall season. - CFU Soccer is the largest soccer group; there is a small increase in their fees. - Kraze/Krush was affiliated with FSA and outgrew the group and started their own Winter Springs Youth Soccer Leagues, they were under contract with the City for 2 years as a soccer group running camps, clinics, games with FSA, and now have become a partnership. - Seminole Lacrosse Club is very simple and has a minimal increase. - Winter Springs Basketball League increased some; they don't use City facilities because we don't have a gym or recreation center. We have to use Seminole County Schools for activities. • The total increase in revenue would be $19,500 for 2010 and the same for 2011. However, the agreement also calls for the fees to be review for any needed adjustment after 1 year. • Staff plans on bringing the 2 year Recreation Program Agreements with Winter Springs Youth Organization (Babe Ruth), Winter Springs Basketball League, Florida Soccer Alliance, Central Florida United Soccer Clubs, Winter Springs Grizzlies, and Seminole Lacrosse League to the City Commission meeting on July, 27, 2009 for consideration.
