SPECIAL SESSION CITY COUNCIL CITY OF WINTER SPRINGS SEPTEMBER 30, 1980 The Special Session of the City Council of the City of Winter Springs, Florida, was called to order by Mayor Troy Piland. The invocation was give~ by Deputy Mayor Wilfred Arnold. The pledge of allegiance to the flag was led by City Manager Richard Rozansky. Roll Call: Mayor Troy Piland, present Deputy Mayor Wilfred Arnold, present City Manager Richard Rozansky, present City Attorney Wallace Stalnaker, present Councilmen: William Jacobs, present John Bennett, present Maureen Boyd, present John Torcaso,present Public Input: Mary Martin, Sailfish Road, asked if there were any ordinances against commercial trucks using residential roads. She said there was heavy dump-truck traffic on Sailfish Road. Ben Kaplan, 108 Burgos Road, asked about the procedures for parking. He said there should be No-Parking signs. Approval of Minutes of September 23, 1980: Motion was made by Councilman Boyd to approve the minutes of September 23, 1980. Seconded by Councilman Bennett. Discussion. Vote on the motion: Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; motion carried. . Public Hearing for Ordinance No. 225 - to extend its territorial and municipal limits to annex property, and providing zoning for the property,etc.(Dunmar Estates Home- owners Assn. and Be1-Aire Homes, Inc.) Mayor Piland recessed Council Meeting and convened the public hearing for purposes of hearing comment on Ordinance No. 225. Attorney Stalnaker read the second reading by title only. Mr. Tom Binford was present to speak for the ordinance in behalf of both applicants. Councilman Jacobs asked if there were any provisions for a road and Mr. Binford said this will be taken into consideration for future plans of this area. Councilman Bennett asked if there were any provisions for paving the roads and Mr. Binford explained their recorded deed restrictions provide for dirt roads which are private and they will maintain. Mayor Piland closed the public hearing and reconvened the Special Session. Motion was made by Councilman Bennett to adopt Ordinance No. 225. Seconded by Councilman Arnold. Discussion. Vote on the motion: Councilman Boyd,aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; motion carried. Public Hearing for Ordinance No. 226 creating a code enforcement board: Mayor Piland recessed the Council Meeting and convened the public hearing for purposes of hearing comment on proposed Ordinance No. 226. Attorney Stalnaker read the second reading by title only. Seconded by Councilman Bennett. Discussion. Vote on the motion: Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye; motion carried. Resolution No. 317 - objecting to the position taken by the Orlando Regional Postmaster, etc. Attorney Stalnaker read Resolution No. 317 in its entirety. Motion was made by Councilman Bennett to adopt Resolution No. 317. Seconded by Councilman Jacobs. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; motion carried. Resolution No. 323 - vacating, abandoning, and closing a utility easement (Trencher). Attorney Stalnaker read Resolution No. 323 in its entirety. Motion waS made by Councilman Torcaso for adoption of Resolution No. 323. Seconded by Councilman Jacobs. Discussion. Vote on themotion: Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; motion carried. Waive sign permit fee for candidates for City election: Motion was made by Councilman Arnold that the City waive the permit fee for candidates for election in the City of Winter Springs. Seconded by Councilman Bennett. Discussion. Vote on the motion: Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; motion carried. Motion was made by Councilman Bennett to place the paramedic letter on the agenda. Seconded by Councilman Arnold. Discussion. Vote on the motion: Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; Councilman BQnnett, aye; motion carried. Councilman Bennett said he had been contacted by citizens of the City questioning the statement in the letter (Items 1 and 2) and he felt it was his responsibility to Council to bring it before Council and make Council and the Press aware of the fact that the current status is not in accordance with the letter as submitted. City Manager Rozansky said the city policy is that we require all Fire Department personnel to attend the EMT course at Seminole Community College and satisfactory completion is fine with the City and if they pass the State examination then they receive $40.00 per month. In discussion Mr. Ben Kaplan, Burgos Road; Mr. Dave Dearo1ph, Tuscawi11a; Mr. George Shriver, Bombay Ave.; John Tilghman, Walden Way; D. Tryon, Osce1ot Trail; spoke in reference to the paramedic program and the letter. Councilman Bennett wanted to get notification thru the press that there is a possibility due to personnel changes that paragraph 2 is probably not 100% correct _ that we have state certified firefighters but in all cases not state certified EMTs. . . . 79-80-35 "" .., Special Session, City Council, Sept. 30, 1980 Page 3 Councilman Bennett requested that the scheduling of our current certified EMTs try to comply with the statement in the letter.
