SPECIAL SESSION CITY COUNCIL CITY OF WINTER SPRINGS AUGUST 19, 1980 The Special Session of the City Council of the City of Winter Springs, Florida, was called to order by Mayor Troy Piland. The invocation was given by Councilman John Bennett. The pledge of allegiance to the flag was led by Councilman John Torcaso. Roll Call: Mayor Troy Piland, present Deputy Mayor Wilfred Arnold, present City Manager Richard Rozansky, present City Attorney Wallace Stalnaker, present Councilmen: William Jacobs, present John Bennett, present Maureen Boyd, present John Torcaso, present Public Input: William Cobb, 420 S. Hawthorn Circle, read a petition to Council requesting the vacating and abandonment of the park in the North Orlando Terraces, Section 8, Unit 2. The petition had to be withdrawn because all of the property owners had not signed it. Ben Kaplan, 108 Burgos Road, spoke in regards to the paramedic program. Approval of Minutes of August 12, 1980: Motion was made by Councilman Jacobs to approve the minutes of August 12, 1980. Seconded by Councilman Torcaso. Discussion. Vote on the motion: Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; motion carried. . Public Hearing for Ordinance No. 222, to extend its territorial and municipal limits to annex the hereinafter described land situate and being in Seminole County, Florida, pursuant to F.S. 171.044; (Parcel A part of Lots 17 ~18, Spring Hammock Replat, Parcel B & Parcel C, etc.) Mayor Piland recessed the Council meeting and convened the public hearing for purposes of hearing comment on proposed ordinance No. 222. Attorney Stalnaker read the Ordinance by title only. No one spoke for or against the ordinance. There were no comments for or against. Mayor Piland closed the public hearing and reconvened the Regular Session. Motion was made by Councilman Bennett for adoption of Ordinance No. 222. Seconded by Councilman Torcaso. Discussion. Vote on the motion: Councilman Boyd, aye; Councilman Torcaso, aye; Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; motion carried. Paramedic Program: Manager Rozansky reported that the Fire Chief has completed the answers to Councilman Bennett's questions. Chief Holzman had a brand new ambulance at the meeting for Council's inspection. The estimated cost of the paramedic program for the first year would be $182,000.00. Mrs. Carrie Weaver, North Third Street; Mr. Ben Kaplan, 108 Burgos Road; Mr. Ronald Scheels, Lombardy Road; Mr. Rod Shriver, Bombay Ave.; Tom Sullivan, Thistle Place, spoke in discussion of the paramedic program. . Motion was made by Councilman Jacobs that we put the question of the paramedic program on the ballot in November, as drafted by the attorney, whether or not the voters approve and financially support a paramedic program for the City of Winter Springs. Seconded by Councilman Torcaso. Discussion. Mayor Piland appointed Councilman Bennett as Chairman, Councilman Jacobs and Councilman Torcaso as a committee to report back to Council at the next meeting a method to inform the public of the Paramedic Program as to costs and the program itself . Fiscal Year 1980-81 Budget: There was discussion of salaries and the salary for the City Manager. Council asked for salary comparisons with other Seminole County Cities and this will be on the agenda for next meeting, including retirements programs and other fringe benefits. Motion was made by Councilman Arnold that we set the City Manager's salary at $20,000 per annum effective 1 October 1980, and at $22,000 per annum effective 1 April 1981. Seconded by Councilman Torcaso. Discussion. Vote on the motion: Councilman Jacobs, no; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Boyd, aye; Councilman Torcaso, aye; motion carried.
