REQUEST: Public Works Department requesting the City Commission's approval of
Staff s recommended consultant rankings for Construction Engineering and
Inspection Services, RFQ #012-09-BF
PURPOSE: The purpose of this agenda item is to request the City Commission's approval of
Staffs recommended consultant rankings for Construction Engineering and
Inspection Services, RFQ #012-09-BF
CONSIDERATIONS:
• On May 1, 2009 the Public Works Department issued a Request for Qualifications (RFQ
#012-09-BF) from professional engineering consultants for Construction Engineering and
Inspection Services. The purpose of the RFQ was to select a consultant to perform
roadway inspection and testing services on the following four construction projects in
Winter Springs on the state highway system:
1) Right-turn deceleration lane on S.R. 434 at Vistawilla Drive
2) Right-turn deceleration lane on S.R. 434 at Hayes Road
3) Intersection Improvements on S.R. 419 at Wade Street
4) Right-turn deceleration lane on S.R. 419 at Sherry Avenue
• The first three projects listed above are approved for federal funding with a combined
amount of $812,000 under the 2009 American Recovery and Reinvestment Act (ARRA),
which is more commonly referred to as the "Economic Stimulus Plan." The Sherry
Avenue turn lane is approved for state funding in the amount of $120,000. All four
projects are expected to be advertised for bidding in September, 2009.
• All four projects are City projects being administered through the Florida Department of
Transportation (FDOT). FDOT requires the services of apre-qualified Construction

Engineering and Inspection Staff to oversee construction and perform materials testing
and inspection for all four projects. Most local agencies, including the City of Winter
Springs, do not have this expertise in-house and therefore must use the services of an
FDOT pre-qualified consulting engineering firm.
CONSULTANT SELECTION PROCESS:
• A Request for Qualifications (RFQ) was issued in May 1, 2009. The RFQ outlined the
services requested, submittal requirements, and evaluation criteria.
• A total of seven (7) submittals were received by the May 28, 2009 deadline. The
following firms submitted their qualifications:
o PSI
o Metric Engineering
o PBS&J
o CPH
o RS&H
o URS
o DRMP
• Staffs selection committee consisted of Kip Lockcuff, P.E., Utility /Public Works
Director, and Brian Fields, P.E., City Engineer.
• Firms were evaluated based on the following criteria established by the selection
committee:
o Experience of the firm and proposed project team
o Understanding of the project scope
o Awareness of and Approach to Key Project Issues
o Proposed Staffing Plan
o Office location for key project staff
• Based on the selection committee's review of the submittal packages, the following three
firms were short-listed for further discussions:
o URS
o RS&H
o PSI
• After conducting interviews with the short-listed firms on June 4, 2009, the selection
committee recommends the following rankings:
1. URS
2. RS&H
3. PSI

• URS scored very highly in the areas of project team experience, understanding of the
project scope, and the proposed staffing plan. URS has completed similar work for
FDOT and the Expressway Authority and they would serve the City through their local
office in Orlando.
NEXT STEPS:
• With the City Commission's approval of the recommended rankings, Staff will begin
contract negotiations with the highest ranked firm, URS, to perform Construction
Engineering and Inspection Services on the four projects listed herein. Staff recommends
having one firm perform the required services on all four projects because the individual
projects are relatively small, in close proximity, and they are expected to be constructed
concurrently.
FUTURE PROJECTS:
• All three of the short-listed firms, URS, RS&H, and PSI, were highly qualified and
capable of performing the work requested. It is expected that over the next several years
the City will again need the services of an FDOT pre-qualified Construction Engineering
and Inspection firm, and Staff would like to select from the group of three short-listed
firms if the work is similar in scope.
FUNDING:
No funding is required at this time. The contract and request for funding is expected to
be submitted for City Commission approval at the July 13, 2009 Commission meeting.
RECOMMENDATION:
Staff recommends the City Commission approve Staff's recommended consultant
rankings for Construction Engineering and Inspection Services on RFQ #012-09-BF as follows:
1. URS
2. RS&H
3. PSI
