REGULAR SESSION CITY COUNCIL CITY OF WINTER SPRINGS FEBRUARY 20, 1979 The Regular Session of the City Council of the City of Winter Springs, Florida, was called to order by Mayor Troy Piland. The invocation was given by Councilman John Bennett. The pledge of allegiance to the flag was led by Councilman Torcaso. Roll Call: Mayor Troy Piland, present Deputy Mayor Wilfred Arnold, present City Attorney Wally Stalnaker, present Counc i lmen: William Jacobs, present John Bennett, present Laurent Pellerin, absent John Torcaso, present Pub lic Input: Mr. & Mrs. VanEepoel, Tradewinds Road, discussed the City Attorney's op1n1on about the referendum that waS held last November. They asked Council to ask for an opinion from the Attorney General. Mr. Frank Ley, Winter Springs Homes, Wildwood; asked if there was anything more they had to do as they were about ready to ask for Council approval. Mrs. Mary Williamson, Tradewinds Road, said she had received several phone calls from residents stating they had voted against the City Manager and also asked that there be no smoking. . Approval of the Minutes of Feb. 13, 1979: Motion was made by Councilman Jacobs to approve the minutes of Feb. 13, 1979. Seconded by Councilman Arnold. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, absent; Councilman Torcaso, aye; motion carried. Public Hearing to consider appeal filed by Mr. William Rohde: People wishing to speak during the public hearing were asked to be sworn in. They were Fred Hage, 1512 Pelican St., Longwood; Laurent Pellerin, Jr., 116 Moss Road; William Rohde, 891 Stirling Drive, Winter Springs; Joe Hage, 101 N. Wood lake Dr., Maitland. Mayor Piland recessed the Regular Session and opened the public hearing to consider the appeal. Mr. Rohde spoke against the pool hall; Laurent Pellerin, Jr. spoke for his father, Councilman Pellerin, who is against the pool hall; Mr. Fred Hage spoke for the pool hall. Petitions were presented both for and against. The parkin6 was discussed and the compatability of a pool hall with the surrounding area was discussed. Mayor Piland closed the public hearing and reconvened the Regular Session. Motion was made by Councilman Torcaso that we over-ride the Board of Adjustment Decision to allow a pool hall requested by Mr. Joe Hage (prohibit the establishment of pool hall). Seconded by Councilman Arnold. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, absent; Councilman Torcaso, aye; motion carried. Council Seat II - Wilfred Arnold: The police car bids were discussed by Councilman Bennett. . . . . . . e Reg. Seconded by Councilman Torcaso. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, absent; Councilman Torcaso, aye; motion carried. Repeal of Resolution No. 191: Attorney Stalnaker read Resolution No. 250 in its entirety, which repeals Resolution No. 191 affording certain benefits to temporary CETA employees. ~fotion ~vas made by Councilman Arnold to adopt Resolution No. 250. Seconded by Councilman Jacobs. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, absent; Councilman Torcaso, aye; motion carried. Motion was made by Councilman Arnold that the Attorney be instructed to draft an ordinance establishing this change in Sec. 17-2. Seconded by Councilman Jacobs. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, absent; Councilman Torcaso, aye; motion carried. Ads for City Manager/Public Works Engineer: Council had no objection to advertising for City Manager and Public Works Engineer in the Evening Herald, Sentinel Star and Florida Municipal Record. There was discussion of hiring a City Manager. Motion was made by Councilman Bennett that the City Attorney's findings be submitted to the Attorney General for confirmation. Seconded by Councilman Torcaso. Discussion. Vote on the motion: Councilman Jacobs, no; Councilman 4rnold, no; Councilman Bennett, aye; Councilman Pellerin, absent; Councilman Torcaso, aye; Mayor Piland, aye; motion carried. Councilman Arnold asked the status of the survey of rezoning along SR 434. Planner Rozansky said he would have a report in two weeks. There was a discussion of the purchase of the Sheoah Golf Course and the Revenues and Expenses report completed by Mr. Leedy. Council decided to get a copy of the audit for the Dubsdread Golf Course for their review. Motion was made by Councilman Bennett that we authorize Mr. Leedy to conduct a feasibility study with regard to the purchase of the North Orlando liater & Sewer Corporation. Seconded by Councilman Jacobs. Discussion. Vote on the motion: Councilman Jacobs, aye; Councilman Arnold, aye; Councilman Bennett, aye; Councilman Pellerin, absent; Councilman Torcaso, aye; motion carried.
