SIGNED William R. Holmes, P.E. . e e e PRELIMINARY STATUS REPORT - LAKE WATER LEVEL - STREET CONDITIONS Tuscawilla Section 4 Street Conditions 1. First off, let me say that the conditions experienced this year are not unusual compared to similar problems occuring in other cities and subdivisions in various sections of the county. This is the first year, recently, that we have had a normal or above normal rainfall and high ground water tables for the last several years or since this section was built. In problem soil or suspect soil areas, under drain should have been installed at time of construction by the developers' contractor or an alternate base material used in the suspect soil areas. We have not been able to ascertain at this time 4It to what extent this was done. From the field investigation to date, it appears there may be considerable area which should have been so treated in this section. . 2. The lake level problem is more easily solved than the street problem. The developer modified the structure as originally designed and added 3.5 feet to the sides of the inlet structure and removed the open throat feature from around the top grate or put the top grate flush on top of the raised side walls. This resulted in less than 1 ft. freeboard between the top of the structure and the down hill lots. ~1e would recommend that measures be made to gradually lower the lake level and observe its affect of the adjacent ground water table,then after hearings or whatever are held to establish the lake level, and its allowed range, the structure I '" ... e e . should be remodeled to provide the safety factor originally intended and the control and maintenan~e arrangements be drawn up. 3. The major problem we see at this time lS the deter- ioration of the streets in several areas of this section. Emergency measures should be taken to reduce or all but eliminate traffic on the problem areas until the ground water drops or can be controlled by addition of underdrains. Once this water table can be brought under control, tests will be needed to actually determine the extent of past damage and recommend action. ~1e have a quotation for the soils consultant on this work for all the areas marked in orange on our work sheet. As you can see, all of the problem areas are not in close proximity to the 4It lake and its high water level. There are some other suspect areas, but the pavement had not yet started to break down and there may not require any action. The cost of the under drain system could really be ~xpensive as would the rework of the base in the broken up areas and resurfacing. Some of the bad areas need to be barr~caded as soon as possible and repair started by controlling the water table and then start the reprocess~ng of the base and resurface after all areas are ready. .
