HomeMy WebLinkAbout1978 06 06 City Council Workshop Minutes 77 -78-:;'0 \VORKSHOP SESSION CITY COUNCIL CITY OF WINTER SPRINGS JUNE 6, 1978 The Workshop Session of the City Council of the City of Winter Springs was called to order by Mayor Troy Piland. The pledge of allegiance to the flag was led by City Attorney Tom Lang. Roll Call: Mayor Troy Piland, present City Attorney Tom Lang, present Deputy Mayor John Daniels, present Councilmen: Tom Craven, present Burt Logan, present Larry Pellerin, present John Sabatini, present Council Investigation of State Fire Marshall's Allegations Concerning Fire Chief and other related allegations: Councilman Pellerin read the letter from the State Fire Marshall's office,as tIle reason for this investigation. Chief Holzman Bead his statement of rebuttal. Discussion followed. A letter of reprimand is to/placed in the Fire Chief's personnel folder, and this will be on the agenda for the next Council Meeting. 208-Water Quality Management Program: Mr. Aaron Dowling from the East Central Florida Regional Planning Council discussed the Program with Council. He presented a sample resolution to Council and Attorney Lang. This will be on the next Workshop Agenda for discussion. ,- City Engineer-Discussion of Drainage Problems: Mr. Ca1 Conklin, City Engineer, was present to discuss drainage problems in Section 2 and 2A. Attorney Lang is to review "Assessments" and report back to Council. On the subject of the Step 2 application, Mr. Conklin suggested the City could work something out with one of the other participating cities where in this advance (the plan is that the cities are individually advancing money for the Step 2 design, when this authority gets active, they will issue bonds and then the cities will be paid back for this advance from the proceeds of the bond issue), the City might take on one of the other participants part of his local share so that the City is doing something similar as the other participants only on a lesser basis. Mr. Conklin also pointed out that the acquisition of the utility should not be tied to the 201 - no matter who owns the utility, there needs to be an outlet to the regional system. Somebody needs to use the capacity in that transmission line, whether its the City or a private utility, and Mr. Conklin has been recommending that we keep participating enough so that those lines are constructed of sufficient size so that when we do need them, they will be available. Mayor's Office: Mr. Kelley and Mr. Kennedy raised the question about the zoning on property on S.R. 434 between Algiers Ave. and Bombay Ave. This question is to be referred to City Attorney Lang. A bill was received from Attorney Massey in the amount of $692.50. Copies are to be given to all Councilmen and this will be on the agenda for approval for the next meeting. - - Workshop Session, City Council, June 6, 1978 Page 2 77 -78-33 Attorney Lang said there is a requirement that the applicant submit a request to use septic tanks in ~\~iting and that his letter be accompanied by a letter from the State Board of Health or appropriate office approving the use of septic tanks on the approved site. The City Planner was requested to obtain the necessary documenta- tion from the Developer. There was discussion of the drainage ditch on Bahama Road. Meeting was adjourned.
