HomeMy WebLinkAbout1978 04 25 City Council Special Minutes - 77 -J.a-26 SPECIAL SESSION CITY COUNCIL CITY OF WINTER SPRINGS APRIL 25, 1978 The Special Session of the City Council of the City of Winter Springs, Florida was called to order by Mayor Troy Piland. The Special Session was called by Mayor Piland at the request of Public Works employee, Eddie Felts, who was terminated. Mr. Felts was not present at the meeting. Motion was made by Councilman Daniels, in view of the absence of Eddie Felts of this meeting to be held after receiving due notice that this appeal would be taken, that we affirm the action taken by the Public Works Department. Seconded by Councilman Pellerin. Discussion. Vote on the motion: Councilman Craven, aye; Councilman Logan, aye; Councilman Daniels, aye; Councilman Pellerin, aye; Councilman Sabatini, absent; motion carried. Mayor Piland adjourned the Special Session and opened the Workshop Session. The pledge of allegiance to the flag was led by Councilman Craven. Roll Call: Mayor Troy Piland, present Deputy Mayor John Daniels, present City Attorney Gary Massey, present Councilmen: Tom Craven, present Burt Logan, present Larry Pellerin, present John Sabatini, absent There was no discussion under "Public Input." Architectural Review Ordinance: There was discussion of the draft. Several changes were suggested, such as changing the word "Ordinance" in Section 1 to "Chapter" also in Section 2 and Section 3. Also in Section 3 change the word "in" to "herein". It was also suggested to title this ordinance the Architectural Review Ordinance and establish a new Chapter, -Chapter 19. This is to be set for public hearing at the next meeting. There was discussion of the proposed ordinance for parking of trucks, vans, recreation- al vehicles, etc. Councilman Daniels asked, "what do we want to prevent from parking in the residential area?" He said, we want to prevent overnight parking of large commercial trucks; we want to prevent parking of a van or converted bus that is out- sized; we need to allow people to park their real motor homes at their houses; and we need to allow them to park commercial vehicles that they use as their mode of transportation. It was also suggested that boats and trailers need to be discussed. Councilmen felt the Longwood ordinance was a good basis and modifications could be made to it. This will be discussed again at the next Workshop Session. Personnel Policy: Councilman Pellerin said the Personnel Policy does not address comp-time. The question pertains to overtime in the Fire Department, what base rate do you pay for time and a half? This was referred to the Personnel Committee for a recommendation to be brought back to City Council. - Mayor's Office: Councilman Logan discussed the quorum change in the ordinance for the Board of Adjustment. Mr. Chase, Chairman of the Board of Adjustment and Richard Rozansky, are working on the necessary changes and they will have a recommendation to Council. Workshop Session, City Council, April 25, 1978 Page 2 77 -78-26 Mr. Eddie Felts arrived at the meeting and asked for permission to talk to Council reference his appeal.due to his termination. He said he has another job but he would like his job back. Council agreed to hear the case at a Special Session on May 2, 1978 at 7:00 p.m. Council requested that Mr. Harding and Mr. Bradshaw be present. Attorney Massey reported he has drafted the utility refund ordinance. Mayor Piland discussed the summer recreation program. Mayor Piland is to contact the YMCA to have them submit a written proposal and invite them to a Workshop Session. Mayor Piland and Councilman Daniels are to contact several physical education teachers and see if perhaps the City could have their own program. Mayor Piland said he is continuing to search for a City Attorney. Copies of the resumes that are turned in are to be distributed to all Council. Mayor Piland said he would select six resumes, submit them to Council and ask each Councilman to select three of them. Mayor Piland reported he was served with a summons today from Charles Rice. This is to be turned over to the insurance company. Mayor Piland said he would have Mr. Bradshaw look into the need for exhaust fans and an emergency lighting system in the Community Building and report back to Council. Meeting was adjourned.
