WORKSHOP SESSION CITY COUNCIL CITY OF WINTER SPRINGS MARCH 14, 1978 The Workshop Session of the City Council of the City of Winter Springs, Florida was called to order by Deputy Mayor John Daniels. The pledge of allegiance to the flag was led by Councilman Larry Pellerin. Roll Call: Mayor Troy Piland, late Deputy Mayor John Daniels, present City Attorney Gary Massey, present Councilmen: Tom Craven, present Burt Logan, present Larry Pellerin, present John Sabatini, late Pub lic Input: Mr. Richard Allen asked that the Mayor proclaim a Paint-Up, Fix-Up, Clean-Up Week. Larry Pellerin asked that the architectural review committee be scheduled for the next Workshop. Fire Chief Holzman said the article in the paper about Longwood going with the County; the remark that response time was thirty minutes and the Chief said that was not correct. Attorney Massey said that copies of the Attorney General's opinion would be given to all Councilmen. Attorney Massey is to contact Mr. Mack Cleveland about the Seminole Cable Franchise, and the merger with Time, Inc. This item is to be on the next agenda. r-: Councilman Daniels said Council should combine Council Meetings and Workshop Sessions. Mr. Mike A1exatos discussed the rezoning of the two lots next to the VFW property that was improperly rezoned by Florida Land Company. This was turned over to Attorney Massey to set up a public hearing to bring this property back to its original zoning. The request to split a lot by Michael Hattaway was discussed. The Attorney is to set up a public hearing. Street numbering on Deer Run: This will be on the next agenda for action. City Planner, Richard Rozansky, said he and Fire Chief Holzman addressed Sections 9 and 10 in the Ranchlands. Mr. Rozansky asked for Council's permission to renumber S.R. 434, and this will be presented to Council next week. Assessments: The paving of north and south Edgemon Avenue was discussed. Mayor Piland is to go back to the County to see what can be worked out and get back in touch with Casselberry to see about paving South Edgemon Avenue. Attorney Massey discussed drainage assessments with Council and the procedures to be followed. The Drainage problem on Sec. 2 and 2A is to be discussed again. As of this date the City has never received a franchise fee and the City is requesting an accounting of their finances. Councilman Sabatini asked if interest could be charged on the money due the City. Council discussed the City Planner's duties and responsibilities. Councilmen are to discuss this with Mr. Rozansky and this will be on the agenda for the next Workshop Session. Mr. Rozansky distributed copies of "Notice of Intent to destroy scheduled records" to all Councilmen for their review. Mayor Piland discussed the 201 Sub Tac Committee Meeting. Mayor Piland also discussed the hearings with the Public Service Commission which he attended yesterday in reference to the rate increase requested by the North Orlando Water & Sewer Corporation.
