JANUARY 18, 1978 ~I The Special Session of the City Council of the City of Winter Springs, Florida was called to order by Mayor Troy Piland. The pledge of allegiance to the flag was led by former Councilman John Booth. Roll Call: Mayor Troy Piland, present Deputy Mayor John Daniels, present City Attorney Gary Massey, late Councilmen: Don Sines, present Burt Logan, present Larry Pellerin, present John Sabatini, present The Special Session was called to receive bids for police vests and repairs to the antennas and radio tower. The bids were opened by Councilman Sines. Bids were received from Cross Roads, Standard Law Enforcement Supply, Metro Orlando and Law Enforcement Equipment Corporation. For the repairs to the antennas and radio tower bids were received from Orlando Tower Service, Casey's Tower Service, A&L Towers and Anderson Tower & Electric. The bids were given to Chief Govoruhk for a recommendation to Council. Mayor Piland recessed the Special Session and opened the Workshop Session. The first item for discussion was the preliminary plat submitted by Jon Zabel. Councilman Daniels said they have the right to build on one acre lots but they should abide by the criteria that goes with subdividing under the Subdivision Ordinance. Paving, drainage, septic tanks and open space requirements were all discussed. r--. Mr. Randy Kramer from the State Attorney's office discussed and answered questions on the Sunshine Amendment. In discussion of "Attorney to represent City on Zabel Preliminary Plat", Councilman Daniels had contacted Ned Julian and Councilman Pellerin suggested Attorney Marsee. It was decided to send a letter to Ned Julian asking for an answer to various questions rather than have the Attorney come to the meeting. The Police Department is to set up procedures to be presented to Council on requirements for use of bullet proof vests. Mayor Piland recessed the Workshop Session and reconvened the Special Session. Motion was made by Councilman Sines that the bid from Cross Roads, Fern Park be accepted for three of the wrap around vests at $120.00 each and 9 standard vests at $95.00 each for a total expenditure of $1215.00 to be paid from Title II, Anti-Recession Fund as approved in open session on January 11, 1978. Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Logan, aye; Councilman Daniels, aye; Councilman Pellerin, aye; Councilman Sabatini, aye; motion carried. (". Motion was made by Councilman Sines to accept the bid from the Orlando Tower & Service for installation of a 60 foot self-supporting tower in the amount of $1535.00 to be paid from Title II Anti-Recession Fund as approved in open session on January 11, 1978. Seconded by Councilman Daniels. Discussion. In discussion of names for arbitration panel, questions are to be submitted to the Seminole County Bar Association. Copies of the Fee Schedule for the Community Building are to be given to Councilmen for their review. City Planner, Richard Rozansky, reported there is a 208 Meeting on the 23rd of January. Council has authorized Mr. Rozansky to act on behalf of the City just as he was authorized on the 201 Project. Drainage assessments are to be rescheduled for another Workshop Meeting. The contract for the air conditioners for city buildings is to be on the agenda for the next meeting. Appointments to the Board of Adjustment are to be on the agenda for the next meeting.
