HomeMy WebLinkAbout1977 12 07 City Council Workshop Minutes 77 -78-8 WORKSHOP SESSION CITY COUNCIL CITY OF WINTER SPRINGS DECEMBER 7, 1977 The Workshop Session of the City Council of the City of Winter Springs, Florida was called to order by Mayor Troy Piland. The pledge of allegiance to the flag was led by Councilman Pellerin. Ro 11 Ca 11 : Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor John Daniels, present Councilmen: Don Sines, present Burt Logan, present Larry Pellerin, present John Sabatini, present Council decided to hold Workshop Sessions at the City Hall and to end them at 10:00 p.m. In discussion of the Commissioner Appointments, Attorney Massey said he called the Attorney General's office and talked to a Ms. Pat Glisson. She said a formal opinion would have to be in writing and would take several months for an answer. Attorney Massey read Sec. 4.05 and Sec. 4.06 from the Charter, and she was of the opinion that the Mayor had the authority to make those appointments. Councilman Daniels suggested that each Councilman decide what Department he would best be able to serve in and ask the Mayor to re-consider the appointments. Mayor Piland said he would re-consider the appointments and Attorney Massey will proceed to seek a legal opinion from the Attorney General. There was discussion of the subdivision ordinance and particularly Sec. 14-3 in the Code. The Clerk is to write theFlorida League for sample ordinances pertaining to subdivisions and platting and Council will proceed to revise the ordinances. Attorney Massey is to see if a moratorium could be placed on the splitting of lots of less than three acreS until an ordinance can be enacted revising the subdivision ordinance. If placing a moratorium is illegal, then Council will have to pass an emergency type ordinance deleting any size of splitting of lots and all such requests to come before the Board of Adjustment. There was discussion of the 20l Grant. Mr. Ca1 Conklin, City Engineer, presented Councilmen with a summary of the 201 program and what has transpired to date. Mr. Conklin is to bring in more information for the Council and this will be on the agenda for the next Council Meeting. The meeting was adjourned. Respectfully submitted, ~T~ Mary T. Norton, City Clerk ...- Tuesday December 6, 1977 Meeting between 19 currant home owners of Wildwood Subdivision and Developers Councilman Pellerin Councilman Sines Councilman Daniels Councilman Sabatini Attorney Walden of Brock, Massey, Walden, Baum and Eaton represented the City Their were sixteen residents at this meeting. Representing Winter Springs Homes, Inc. and National Homes were: Carl Cortner - The builder Frank Lay - Morgage Banker Don Carlson - Mocgage Banker Bob Foglia - On site General Manager Milton Ecker - Council for National Homes Mr. Walden ~as asked to carry a message back to Attorney Massey in reguard to the possibility that the P.U.D. development plan would be invalid do to the lack of construction for the period of approximately ~ne year. General feeling of the residents was that they did not understand that they bought into a P.U.D. with private streets. Respectfully submitted,
