HomeMy WebLinkAbout1977 08 15 City Council Workshop Minute . . . e . 76-77-32/t- WORKSHOP SESSION CITY COUNCIL CITY OF WINTER SPRINGS AUGUST 15, 1977 The Workshop Session of the City Council of the City of Winter Springs, Florida was Called to order by Mayor Troy Piland. Roll Call: Mayor Troy Piland, present Deputy Mayor John Daniels, present Councilmen: Don Sines, present Ernest Hendrix, present Claude Ash, present John Sabatini, present Discussion on changes to be made in the personnel policy and to whom certain duties should be assigned. 1. The City Clerk shall prepare and maintain a position classification plan. A classification may contain one position, or more than one position, as determined by the City Council. Sec. 3.1 2. The City Clerk is charged with the responsibility for the proper and continued maintenance of the classification plan so that it will reflect accurately employee duties. Sec. 3.6 a. The City Clerk places positions in the appropriate class within the classification plan, in conjunction with Department Heads, after Council approval. 3. Personnel Policy Committee will make studies as to pay range for all classes from time to time. Sec. 3.7 4. Sec. 4.3 d. Personnel Department shall require department heads to consider the eligibility of the employee to advance. 5. The Personnel Department shall prepare recuiting notices to publicize vacancies. Sec. 5.2 6. Each candidate for city employment shall make application in the manner prescribed by the Personnel PolicyComrn1ttee. Sec. 5.3 7. The Department shall determine the parts of fitness to be used to determine eligibility. Sec. 6.2 8. In all examinations the minimum rating by which eligibility may be achieved shall be established by the Department. Sec. 6.3 9. The Personnel Department shall determine the best type of examination to be used to attract well qualified candidates. Shall determine if sufficient numbers of applicants are available. May authorize unassembled examinations. Sec. 6.5, 8.1 10. Promotional examinations are open only to employees in the classified service who are serving in other specified classes for such a period as may be prescribed by the Department. Sec. 8.2 e e Page 2 76-77.,...32 . 11. The Personnel Department may require those eligible that wish to compete to fill out an application. Sec. 8.4 12. Sec. 9.1 d. Appointment of employees on a temporary basis may be authorized by the City Council. 13. Transfers must first be approved by the Department Heads and the Personnel Department. Sec. 9.2 14. Sec. 9.2 a. Employee may return to the position from which he was trans- fered with the approval of the Department Heads. c. When an employee becomes physically incapacitated may be transfered to a position in the same or lower class which he has the ability to fill with the consent of the employee and the Personnel Department. 15. All demotions must receive the approval of the Personnel Department. Sec. 9.3 16. Request for approval of reinstatement, and the reinstated employees rate of pay must be approved by the Personnel Department. Sec.9.4 17. The Personnel Department may extend the probation period up to three months beyond the normal period. Sec. 10.2 . 18. Periodic probation reports, dismissals, Final probation reports, reappointment to another position after the probation period it is determined that employee is not suitable for his position must be approved by the Personnel Department. Sec. 10.3,10.4, 10.5,10.6. 20. 11.2 Resignations c. Reappointment of terminated employees within six months must be approved by the City Council. 21. Employees separated for disability only if medical evidence acceptalbe to the Personnel Department and the Department Heads has been submitted. Sec. 11.5 22. Se c. 11. 9 f. Dismissal and 'Demotions may result from imcompetence as determined by the Department Head and approved by the Personnel Department. 22. Nothing prevents an employee from presenting grievances to the Grievance Committee. Step 3 Employee may appeal to the Grievance Committee which must schedule a meeting with the employee within 15 working days. The decision of the'GrieVance Cormnittee may be appealed to the City Council. Sec. 12.4 . e Page 3 4It 76-77-32 . 23. Sec. 12.4 e. All grievances filed shall be information copied to the City Council on the day of receipt in all steps. f. All grievances at their conclusion shall be forwarded to the Personnel Department. 24. All leaves must be approved by the Personnel Department. Sec. 13.1 25. Employees who are required to work on the observed holiday shall be granted overtime as set forth by City Council. See 13.2 26. Leave requests shall be submitted by the appropriate department head to the Personnel Department through the City Clerk. See 13.3 27. The City Council may approve leave with pay in certain cases for military induction physical leave. Sec. 13.6 a. 28. In the event that military training time is optional, that time shall be determined by the Department Head. Sec. 13.6 b. 29. Sec: 13.7 b. Time off for court duty must have the approval of the Personnel Department. d. Adequate documentation of appearance must be given to the Department Head. . 30. Time off with pay for schooling must have City Council approval. Sec. 13.8 31. Both the Department Head and the Personnel Department deside whether or not to grant leave without pay. See 13.9 32. The Personnel Department shall establish and maintain personnel records. Sec. l~.l 33. The Personnel Department shall determine the use of the records as approved by the City Council. Sec. 18.3 3Q. The Personnel Department, in accordance with laws, shall deter- mine the time. limit that any personnel records be kept on file. Sec. 18.4 35. The Personnel Department in conjunction with the City Clerk, shall prescribe necessary forms and reports for any personnel action or charges. Sec. 18.5 . 36. In case of serious injurt or fatality, the Police Department and the Department Head shall be notified immediately. Sec. 19.2 37. Any violations of solicitation rules should be reported to the Department Head or the Mayor. Sec. 20.6 38. An employee leaving the service of the City may be given an exit interview by the Personnel Department, when the employee receives his final pay. See 20.8 . . . ~ e . Page 4 76-77-32 39. Sec. 21.4 Strike b,c,d, and the last sentence in e. 40. Any possible violations of the personnel policy by an employee should be discussed with the Department Head and the Personnel Department. Sec. 21.5 Discussion on whether or not the Department Heads would be included in the Grievence portion of the Personnel Policy. This will be desided at a latter date. Meeting ajourned.
