Roll Call: Mayor Troy Piland, present Deputy Mayor John Daniels, present Councilmen: Don Sines, present Ernest Hendrix, present Claude Ash, present John Sabatini, present There was discussion on the over-all budget. The discussion started with Revenues. The following projected revenues were agreed on by City Council: . Cigarette Tax $ Utility Tax Occupational Licenses Seminole Cable Franchise Florida Power Franchise Florida Public Utilities North Orlando Water & Sewer Franchise Seminole Utility Co. Franchise Southern States Utility Franchise Building Permits State Revenue Sharing Federal Revenue Sharing CETA Title VI Fines Interest Miscellaneous Copying Mobile Home License Fees Real Property Taxes Road & Bridge Reimbursement Police Education Fund Fixed Pole Fees Cash Carryover 10,000 4,500 3,000 85,000 8,000 12,000 1,500 100 59,000 103,985 46,657 175,545 15,000 1,500 3,000 150 5,000 3,000 720 2,500 48,597 There was discussion on the fixed pole fee. Councilman Daniels recommended that we set up an expenditure account to take care of that income into establishing an interest bearing account to deposit that money and to utilize it as an on-need basis specifically for paying power bills on street lights. The utility tax and the real property tax will be discussed at the next Workshop Session. There was no firm agreement as to what the millage should be and what proposed revenue would be generated from utility taxes. Council agreed on salaries presented on the CETA Maintenance Project, the CETA Clerical Project, the CETA Inventory Project and the three Public Works Projects personnel. These positions are without social security or medical insurance. Police, Fire and Public Works Department heads,by general concensus of City Council, salaries were set at $13,000. City Planner salary set at $10,450, $450 to come from the General Fund. Clerk under the administrative section GS5-L4 level was approved and the GS3 entry level was approved. . . . . , . e e Workshop Session, City Council, July 18, 1977 Page 2 76-77 -29 The areas that were left in question in reference to salaries was the Fire Depart- ment PS4 entry level position and under the Executive Section a City Manager or Administrator and under Public Works an LT8 entry level position was eliminated. The other positions under Public Works LT8 entry level and an LT8 entry level were approved; LT6-L6 approved; LT2-Ll approved; City Clerk's salary was approved at $9500;police incentive $4820; volunteer fire expense $4800 and part-time wages at $4000 were all tentatively approved.
