REGULAR SESSION CITY COUNCIL CITY OF WINTER SPRINGS MAY 23, 1977 The Regular Session of the City Council of the City of Winter Springs, Florida, was called to order by Mayor Troy Piland. The invocation was given by Councilman Claude Ash. The pledge of allegiance to the flag was led by Councilman John Sabatini. Roll Call: Major Troy Piland, present Assistant Attorney Walden, present Deputy Mayor John Daniels, present Councilmen: Don Sines, absent Ernest Hendrix, absent Claude Ash, present John Sabatini, present Motion was made by Councilman Ash to approve the minutes of May 9, 1977 with some administrative changes. Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, absent; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. Finance Report, Councilman John Daniels: At the end of April we are 58.33% through the year and our income is 58.7% complete and our expenditures 49.6%. We have about another 8% of unspent commitments. Councilman Daniels reported he has made arrangements with the Southeast Bank of Maitland to finance the balance on the backhoe at 5 3/4%. . Councilman Daniels reported he has received an amended audit of our CETA grant which expired September 30, 1976, and it will be on file in the Clerk's office. Mayor Piland recessed the Council Meeting and convened the public hearing for Ordinance No. 151. Mayor Piland read the notice of public hearing and Councilman Daniels read the first reading of Ordinance No. 151 which changes the qualifying period for elections to September. No one spoke against the ordinance. Mayor Piland closed the public hearing and reconvened the regular session. Motion was made by Councilman Daniels to approve Ordinance No. 151 on the first reading. Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, absent; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. The summer recreation program was discussed and the proposal for the YMCA summer program was discussed. Mr. Jerry Dixon from the YMCA was present. Councilman John Sabatini was for the summer recreation program. Councilman Daniels reported it was not a budgeted item and asked that each department head as well as himself suggest where the money will come from. This will be on the agenda for the next meeting. Mrs. White of South Edgemon Avenue complained of the speeders on South Edgemon Avenue. Mayor Piland said the Police Department has issued many citations and are watching this area closely. Councilman Daniels said there is also a speeding problem on Deer Run. . . . . . e Reg. Session, City Council, May 23, 1977 76-77-23 Page 2 Motion was made by Councilman Daniels that we purchase a Massey Ferguson Model 50C loader backhoe, as bid by Bell Rentals and Sales, Inc. for $15,605.22 to be paid for as follows: $9,000 cash, total amount of L.C. 3-435 Machines and Equipment, Public Works Department and finance the balance $6605.22 @5.75% for one year from Southeast First National Bank of Maitland. Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, absent; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. Mr. Massey is to draw up the necessary resolution and co-ordinate the loan with Mr. Panico for the exact wording of the resolution for the one year note. Attorney Walden reported that Sanford's City Attorney, Mr. contact with Mr. Massey about the double taxation lawsuit. contact Mr. Massey upon the filing of this lawsuit. Mize, has been in Mr. Mize will Mayor Piland recommended absorbing some CETA employees as permanent employees as they are needed. Councilman Daniels requests for additional CETA positions are as follows: 2 additional police officers 3 additional fire personnel 3 additional public works department personnel: a. custodian - maintenance man for city buildings b. public works mechanics helper c. general maintenance worker Mayor Piland reported the progress on the Public Works grant is approximately 89% complete on paper. The problem at the Moss Road Park was discussed. People are continually hitting the ball over the wall and hitting the house. Mayor Piland said the only solution is to put some type of fencing on top of the wall itself. COPQes of the Personnel Policy Ordinance are to be given to all Councilmen for review. A letter from the Highlands Association has been received. This is approval for the Police and Fire Departments to use the pool once a month for training; however, a statement has to be sent to the Homeowners Association in reference to insurance coverage. A letter was received from Attorney Hitt in reference to Charles Rice who was injured from a fall into an excavation on Edgemon Ave. This letter has been referred to Attorney Massey. Councilman Daniels asked that the ordinance pertaining to open ditches be put on the agenda and this will be discussed at the next meeting. Mr. Burt Logan asked if the coaches of the little league teams could be asked to keep an eye on the building to prevent some of the vandalism. . . . . - . Reg. Session, City Council, May 23, 1977 Page 3 76-77 -23 The letter from Sanford Mayor Lee Mi)ore was discussed asking for a resolution requesting cooperative cooperation assistance in obtaining a needed public works grant of 4~ million dollars to construct the Central Detention Facility.
