REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
MARCH 28, 1977
The Regular Session of the City Council of the City of Winter Springs, Florida was
called to order by Mayor Troy Piland. The invocation was given by Councilman Ernest
Hendrix. The pledge of allegiance to the flag was led by City Attorney Gary Massey.

Motion was made by Councilman Hendrix to approve the minutes of March 14, 1977.
Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines,
absent; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye;
Councilman Sabatini, aye; motion carried.
Attorney Massey read the second reading of Ordinance No. 148.
Motion was made by Councilman Hendrix to approve Ordinance No. 148 on the second
reading. Seconded by Councilman Daniels. Discussion. Vote on the motion:
Councilman Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Sabatini, aye; motion carried.
Subject of Advertising:
Motion was made by Councilman Hendrix to establish that the City of Winter Springs
advertise its legal advertisements in both newspapers, the Sanford Herald and the
Sentinel Star. Seconded by Councilman Sabatini. Discussion. Vote on the motion:
Councilman Sines, absent; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Sabatini, aye; motion carried.
Re-establishing Foreman's Position in Public Works Department:
Motion was made by Councilman Sabatini to re-establish the working foreman's
position in the Public Works Department and have it go into effect April 4, 1977.
Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines,
absent; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye;
Councilman Sabatini, aye; motion carried.
Motion was made by Councilman Daniels that the rate of pay for this position of
working foreman be $3.75 per hour. Seconded by Councilman Hendrix. Discussion.
Vote on the motion: Counciltnan Sines, absent; Councilman Hendrix, aye; Councilman
Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried.
Highlands/Sheoah Condominiums:
Mr. Bond, Mr. Kingsley or Mr. Auslander did not come to the meeting. Mr.
Terrence Ackert, attorney, said he represented Leisure Planners, Inc., a Florida
Corp., who are the present owners of the property.
Councilman Daniels asked that Mr. Ackert identify the principles in this Corpora-
tion and Mr. Ackert said he was asked not to do so.

Motion was made by Councilman Daniels that since Mr. Ackert will not identify
the principles in Leisure Planners, Inc., and also, since he has presented to
this Council no proof that a Florida Corporation entitled Leisure Planners, Inc.
is in fact the owners of this property, that this matter be tabled until the
next Regular Council Meeting at which time the matter will be discussed pro-
vided that the principles involved appear here in person. Seconded by Councilman
Hendrix. Discussion. Vote on the motion: Councilman Sines, absent; Councilman
Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye;
motion carried.
Personnel Policy:
Motion was made by Councilman Daniels that the attorney be instructed to draft an
ordinance establishing the requirements for a personnel policy within the City
and after he gets the ordinance drafted and we have had a chance to review it
informally, that he advertise a public hearing; and I would only specify one
thing be in the ordinance that the personnel policy be an on-going type thing
and that it be adapted from time to time by resolution as opposed to being the
adapt ion in the ordinance of a particular policy. Seconded by Councilman
Hendrix. Discussion. Vote on the motion: Councilman Sines, absent; Councilman
Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini,
aye; motion carried.
Mayor Piland read the resignation of Mary Brunner from the Board of Adjustment
effective April 1, 1977. A replacement for this position will be on the agenda
for the next Council Meeting.
The letter from the Seminole County Electrical Board in reference to the Hacienda
Village electrical problems was discussed.
The lighting plan of Burgos road was discussed. Councilmen are to review the
plan and this will be on the agenda for the next meeting for action.
Councilman Sabatini reported that he is requesting a change of zoning on Block 16,
Lots 10 & 11 to C-l from R-1A for a police and public works compound. This is to
be forwarded to the Zoning Board.
Councilman Sabatini recommended the City advertise for bids for a backhoe for the
public works department.
Councilman Ash had a list of repairs on the police trailer. This was turned
over to Councilman Sabatini.
There was a discussion of the auxiliary police program, and this will be on the
agenda for the next Council Meeting.
There was discussion of the dirt being removed from Mr. Jason Butler's property.
Meeting was adjourned.
