The Regular Session of the City Council of the City of Winter Springs, Florida was called to order by Mayor Troy Piland. The invocation was given by Councilman Don Sines. The pledge of allegiance to the flag was led by Richard Rozansky, City Planner. Roll Call: Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor John Daniels, present Councilmen: Don Sines, present Ernest Hendrix, present Claude Ash, present John Sabatini, present Motion was made by Councilman Ash to approve the minutes of February 28, 1977. Seconded by Councilman Sabatini. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Council- man Sabatini, aye; motion carried. . Planning & Zoning Report, Councilman Sines reporting: The City Planner gave a report on the status of the Comprehensive Land Use Plan. He pointed out different parts of the plan. There is a historical background study that would be Part I. It is sort of an inventory of the City's resources. Part II is the Comprehensive Plan itself. The goals, objectives and policies are formulated and this part of the plan tells what the City wants. Part III is more or less the implementation phase that has a capital improvement program that shows how the City is going to pay and get what they recommended in the plan. Also in this part are the adoption ordinances, regulations, codes and standards. Finally, for implementation there has to be enforcement of all codes. The Planner gave the following projection: March 14 to April 24 to update the plan; April 25 to bring the plan to Council; May 9 move to have apub1ic hearing; June 9 public hearing and July 9 adopt the plan. Councilman Sines said that we have gone through three planners and each time we have lost time; but he said what we have is a good plan. There will be a public meeting at the Community Center on March 24, 1977 to discuss the Golf Villas. The Council has been given a copy of the Planning & Zoning Board's annual report. Fire Department Report, Councilman Hendrix reporting: The monthly report has been distributed and a copy is on file. Motion was made by Councilman Hendrix that we authorize Chief Holzman to advertise for bids of equipment listed in his letter dated March 14, 1977. Seconded by Councilman Daniels. Discussion. There was a discussion of mutual aid with the County. . Finance Department Report, Councilman Daniels reporting: Councilman Daniels reported we are now 41.6% through the year. Motion was made by Councilman Daniels that the second meeting hence be proposed to the County as the date that they meet with us at our Chambers on the subject of double taxa- tion. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. . . . e e Regular Session, City Council, March 14, 1977 Page 2 76-77-18 Councilman Daniels reported that through the Council of Local Governments he proposed to the Council that we take a unified effort toward developing a County-wide plan for solid waste management and that the County be the lead agent in moving this along but with active participation of each of the municipalities. Commissioner French was to convey this back to the Commission. There was discussion on the unemployment compensation claim of Wilda Francis in the amount of $754.00. This is not to be paid and it was turned over to the City Attorney. Motion was made by Councilman Daniels that we eliminate one dispatcher's position; establish the position of assistant City Clerk with a rate of pay based on Mary Wilson's filling it with her longevity of $5,962.23. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. ~otion was made by Councilman Daniels that we authorize the expenditure of $500.00 from the anti-recession funds for the purchase of a typewriter and calculator for the tools for the assistant City Clerk. Seconded by Councilman Sabatini. Discussion. Police Department report, Councilman Ash reporting: The monthly report has been distributed and a copy is on file. Motion was made by Councilman Ash to rebuild the engine on Car 74 by Gene's Auto Repair, to be paid from Line Code 1-345 and not to exceed $600.00. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. Public Works Department Report, Councilman Sabatini reporting: Councilman Sabatini reported on the monthly report of the Building Department and the Public Works Department. There was a discussion of getting the Indian Ridge Development cleaned up. It was also reported there was a strong odor coming from David & Bennett Streets and Hacienda Village. The Public Works Director is to look into this matter. Mayor Piland recessed the Regular Session and opened the public hearing for Ordinance No. 148, an amendment to the budget. Attorney Massey read the ordinance in its entirety. The item "Machinery & Equipment" in the amount of $500.00 is to be put into Contingency. Mayor Piland closed the public hearing and reconvened the Regular Session. Motion was made by Councilman Daniels to adopt Ordinance No. 148 on the first reading. Seconded by Councilman Hendrix. In discussion Councilman Daniels said to list Appendix A as follows: Building Fund, Line Code 686 Construction $10,000; Fire Department Line Code 633 Vehicles $4000; Finance Department Line Code 641 Utilities $3000; Finance Department Line Code 635 Machinery & Equipment $6500; and Finance Department Line Code 685 Contingency $2234; vote on the motion: Councilman e e Regular Session, City Council, March 14, 1977 Page 3 76-77-18 . As the circulation figures were not provided, the item of "Subject of Advertising~ was tabled until the next meeting. Motion was made by Councilman Daniels to table until the next meeting. Seconded by aye; Councilman Mayor Piland asked that the Councilman point out any changes they would like in the Personnel Policy. At the next Council Meeting we will have the Committee present and discuss the policy and the salary schedules. Mr. Bill Holmes from the consulting engineer's firm, reported that there were 23 plan holders on the EDA Grant and there were twelve bids received. The three low bidders were Professional Construction Industries, Inc., General Development and D& R Construction Company. Motion was made by Councilman Daniels to award the contract to the low bidder in accordance with the verbal approval of the Economic Development Administration to Clark, Dietz & Associates, March 14, 1977, that we award the contract to Professional Construction Industries on their base bid of $80,840.05. Seconded by Councilman Hendrix. Discussion. Motion was made by Councilman Ash to put both proposed ordinances (one ordinance provides for the city cleaning property of owners who fail or refuse to do so and to provide a lien on behalf of the City; and the other ordinance making it a criminal offense to sell or have on open display or in easy access to minors, nude materials of any kind, etc.) on the agenda. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Sabatini, aye; motion carried. Motion was made by Councilman Daniels to instruct the Attorney to set up public hearings on the two proposed ordinances at the earliest possible date. Seconded by Councilman Ash. Discussion. The Mayor read the letter from Clark, Dietz & Associates in reference to Sheoah. Copy is attached to the minutes. Motion was made by Councilman Daniels that the subject of discussion with the developers of this project be placed on the agenda. Seconded by Councilman Sines. Discussion. Motion was made by Councilman Daniels that all discussions by City officials, both elected, appointed or employed otherwise with the principals or their attorneys or representatives including but not limited to the Seminole Housing Authority, the current owners or the potential developers, involved in the low cost federal sub- sidized rental project in the Highlands be held only in open forum before the public by the Council at regularly scheduled Council Meetings. Seconded by Councilman Sabatini. Discussion.
