The invocation was given by Councilman John Sabatini and the pledge of allegiance to the flag was led by Councilman Ernest Hendrix. Roll Call: Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor John Daniels, present Counc i lmen: Don Sines, present Ernest Hendrix, present Claude Ash, absent John Sabatini, Present Motion was made by Councilman Sabatini to approve the minutes of February 14, 1977. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, absent; Councilman Sabatini, aye; motion carried. Taxation Committee Report: Mr. Dick Bonafide, Chairman of the Committee, was present. The report was discussed and Mayor Piland thanked Mr. Bonafide and the Committee for their work on the report. Request of Sheoah Residents: Mr. Arthur Freidman, spokesman for the residents, presented a petition to City Council. The petition states as follows: Subject: Uncompleted housing units situated on the property within Moree Loop and Sheoah Boulevard, The Highlands, Winter Springs, Florida. Low income rental housing units - The Highlands, Winter Springs, Florida. The undersigned, being residents and home- owners in the Highlands, Winter Springs, Florida, do hereby object to the present unsafe and hazardous and partially completed structures on the property within Moree Loop and Sheoah Boulevard, The Highlands, Winter Springs, Florida, and demand that the City of Winter Springs cause such structures to be razed and the property be cleared of all high weeds, vermin and snakes which make it unsanitary and unsafe for the residents of the Highlands, Winter Springs, Florida. The undersigned do further object to a low income rental housing development in the Planned Unit Development of the Highlands, Winter Springs, Florida and demand that the City of Winter Springs, Florida, withhold any and all approvals required from the City of Winter Springs for the construction of any such low income rental housing development. Dated: Winter Springs, Florida, February 22, 1977. (121 Signatures). Discussion followed. Motion was made by Councilman Daniels that the City have the Consulting Engineering Firm, Clark, Dietz & Associates, come out this week and make an on-site inspection of the buildings and give us a report as to their suitability for further structure or if they should be torn down and to what extent. Seconded by Councilman Hendrix. Discussion. The subject of advertising was discussed. Motion was made by Councilman Daniels that we in the City of Winter Springs adapt the Evening Herald as the official paper of record of this City. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Motion was made by Councilman Hendrix to table this item until the next meeting. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, absent; Councilman Sabatini, aye; motion carried. At the next meeting figures are to be available of the cost of advertising over the past year, and also the circulation figures. Smoke detectors will be on the agenda for the next meeting. Insurance Bids: Only one bid was received and that was from our present carrier, Cass~nob10ck & Associates, in the amount of $25,777.00 of which $12,000 is for Workmen's Compensation. Mayor Piland reported that the Personnel Policy is ready for review for each Councilman and this will be on the agenda for the next meeting. Mayor Piland read the letter of commendation from Winter Park Police Chief Raymond E. Beary, commending Lt. Bo Smart and two other officers for the manner in which . they handled a traffic accident. Motion was made by Councilman Daniels that the City accept the bid of Cass~nob10ck & Associates, Inc. and that we award the contract for the insurance for the year beginning March 7, 1977 to Cass~nob10ck in accordance with their bid. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, absent; Councilman Sabatini, motion carried. Attorney Massey reported that Resolution No. 180 had to be amended because of some of the language. Motion was made by Councilman Hendrix to place amended Resolution No. 180 on the agenda. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, absent; Councilman Sabatini, aye; motion carried. Motion was made by Councilman Hendrix to adopt amended Resolution No. 180 as read by title only. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, absent; Councilman Sabatini, aye; motion carried. Attorney Massey read amended Resolution No. 180 by title only. Motion was made by Councilman Daniels to place the purchase of a mobile automobile radio for the Police Department on the agenda. Seconded by Councilman Hendrix. . Discussion. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, absent; Councilman Sabatini, aye; motion carried. Councilman Daniels discussed his harrassment by builders, and he suggested we should improve our ordinances to protect property owners from these situations. Mayor Piland reported the City Planner will have a progress report at the next Council Meeting. Councilman Daniels reported he is still looking for a communication system for the Community Building. The lowest price he has received so far is $418.00. The bid opening for the Public Works project will be March 7, 1977 at 3:00 P.M. at the City Hall. Meeting was adjourned.
