The Regular Session of the City Council of the City of Winter Springs, Florida, was called to order by Mayor Troy Piland. The invocation was given by Mayor Troy Piland and the pledge of allegiance to the flag was led by Mayor Troy Piland. Roll Call: Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor Donald Bro,~ing, absent Councilmen: Don Sines, present Ernest Hendrix, absent John Daniels, present Claude Ash, present Motion was made by Councilman Daniels to approve the minutes of November 22, 1976, with one correction, bottom of first page, next to the last paragraph, insert PUblic Law 94-369" after "Title II". Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. Mayor Piland recessed the Council Meeting and opened the Public Hearing to consider approval of a preliminary development plan alteration change for use from a single family residential to allow a church. Mr. Frank Sheehy, architect, spoke for the church. Mr. J. A. Whittington, who lives just south of the property had no objection to the church, was concerned about the lighting and the future use of the education building. Attorney Massey spoke as a property o\mer, was concerned about the buffer and he objected to the parking on the south side. Mrs. Jutts was concerned about the parking area and the private road. Mayor Piland closed the public hearing and reconvened the Regular Session. . Motion was made by Councilman Daniels that the designation of this particular parcel of property in the Tuscawilla Planned Unit Development be changed from single family residential to church use; further, that we stipulate: 1. lighting be low-level candle power lighting that will not shine onto neighboring property. 2. education conducted on these premises be limited to christian and child day-care education. 3. parking on south side of property to not become paved without the specific approval of this City Council. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Bro~ming, absent; motion carried. The preliminary plan has been approved. Mayor Piland recessed the Regular Session and opened the public hearing for Ordinance No. 146, amendment to the Planned Unit Development Ordinance. Attorney Massey read the first reading of the ordinance in its entirety. No one spoke against the ordinance. Mayor Piland closed the public hearing and reconvened the Regular Session. Motion was made by Councilman Daniels that ordinance No. 146 be approved on the first reading. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman BroTNning, absent; motion carried. . . . . ..... ., " - ~ e Regular Session, City Council, Nov. 29, 1976 paltz 76-77 -8 Mr. Zaccarrello of H&W Refuse Service was present to discuss his problem of costs because the County has raised the dumping fees. A public hearing is to be set up to consider an official rate increase. At this hearing Council will discuss mandatory pefuse collection throughout the City and collection methods. Motion was made by Councilman Sines to set a public hearing for a rate increase for refuse service for three weeks from tonight. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. Mr. Ray Bradshaw met with Mr. Ron Coulter of Florida Power Corporation to determine the lighting necessary at the Community Building on North Edgemon Ave. Mr. Coulter suggested three light poles of ~l,OOO watt lights which would run approximately $9.00 per month per light. It would be low level lighting. Mr. Bradshaw is to come back before Council with a lay-out of the poles and illumination pattern. Meeting was adjourned. Respectfully submitted, ?n~r:~ Mary T.
