REGULAR SESSION CITY COUNCIL CITY OF WINTER SPRINGS NOVEMBER 8, 1976 The Regular Session of the City Council of the City of Winter Springs, Florida was called to order by Mayor Troy Piland. The invocation was given by Councilman Ernest Hendrix. The pledge of allegiance to the flag was led by City Attorney, Gary Massey. e 76-77 - 6 - Roll Call: Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor Donald Browning, present Councilmen: Don Sines, present Ernest Hendrix, present John Daniels, present Claude Ash, present Motion was made by Councilman Daniels to approve the minutes of October 25th and November 1. Seconded by Councilman Browning. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. City Engineer, Cal Conklin introduced Mr. Matthes from the City of Orlando who gave a status report on the Regional Sewer System. Mr. Brown of Dawkins & Associates also gave a report. They both emphasized the need for the inter local agreement, and Mr. Massey said he would have this ready for the next Council Meeting. . Planning & Zoning Report, Councilman Sines reporting: Councilman Sines introduced the new City Planner, Dick Rozansky. Councilman Sines said we need to extend the B&Z Board to seven members. Attorney Massey said he has an ordinance prepared and copies will be provided to all Councilmen. The recommendations of the Planning & Zoning Board were discussed and the first item was the church in the Tuscawilla Planned Unit Development. Motion was made by Councilman Sines to set up a public hearing for the purposes of hearing a request for a change in the preliminary plan to allow a church previously designated for a single family residential use. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Ash, aye; Councilman Daniels, aye; Councilman Browning, aye; motion carried. The second recommendation of the Zoning Board was Preliminary Plat approval for single story patio homes in a portion of the Tuscawilla P.U.D. currently designated for condominiums. Motion was made by Councilman Sines to approve the preliminary plat. Seconded by Councilman Ash. Discussion. Police Department Report, Councilman Hendrix reporting: A copy of the monthly report has been distributed and a copy is on file. . . . . e e Page 2, Regular Session, City Council, Nov. 8, 1976 76-77-6 Motion was made by Councilman Hendrix to authorize the expenditure of $940 for forms. $140 to be transferred to L. C. 106 from L. C. 365, making the total amount of $940 to be paid from L. C. 106 for this purchase. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Councilman Hendrix reported that the Police Department has made arrangements to start showing safety films for the children of our community. Mr. Keith, Youth Services Officer, is to give a presentation of his program planned for the next year at the next Council Meeting. Public Works Department, Councilman Ash reporting: Councilman Ash reported that it has been a routine month. Copies of the monthly report have been distributed and a copy is on file. Mr. Jimmy Graham's replace- ment is Mr. Gene Harmon. Fire Department Report, Councilman Browning,reporting: Monthly report has been distributed and a copy is on file. reported that all hydrants that are located anywhere near a order. Attorney Massey discussed the changes in the Sign Ordinance. Attorney Massey read the second reading of Ordinance No. 140 by title only. Motion was made by Councilman Ash to adopt Ordinance No. 140 on the second reading by title only. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Coun cilman Ash, aye; Councilman Browning, aye; motion carried. A copy of the report from the Committee on Pay Adjustments is attached to the minutes. Motion was made by Councilman Daniels to approve the Pay Adjustment Committee's Report, to become effective the 15th of November. Seconded by Councilman Hendrix. Discussion. Motion was made by Councilman Hendrix to table for four weeks. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, no; Councilman Ash, no; Councilman Browning, no; motion failed. Motion was made by Councilman Ash to set up the public hearing for the amendment to the P.U.D. Ordinance. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Mayor Piland said he would have the Resolution for light pole fees for the next meeting. Mayor Piland scheduled a Workshop Meeting from 7:00 to 8:00 p. m., November 22 before the Regular Session. Attorney Massey gave a brief report on the Fla. League Convention and will report more at the next meeting. Motion was made by Councilman Daniels to place on the agenda authorization to pay election workers. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Motion was made by Councilman Daniels that the City be authorized to pay the election clerks and inspectors two dollars per hour for a total of 14 hours each. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Meeting was adjourned.
