REGU:r.A't SESS ION CITY COUNCIL CITY OF HINTER SPRINGS AUGUST 30, 1976 The Regular Session of the City Council of the City of Winter Springs, Florida was called to order by Deputy Hayor Donald BroHnin3. The invocation \vas given by Councilman John Daniels. The pledge of allegiance to the flag was led by Councilman Don Sines. Roll Call: Mayor Troy Piland, late Deputy Hayor Donald Browning, present City Attorney Gary Massey, present Councilmen: Don Sines, present Ernest Hendrix, absent John Daniels, present Claude Ash, present Motion was made by Councilman Ash to approve the minutes of August 23, 1976. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; motion carried. ~10tion was made by Councilman Daniels that we establish an Escrow Account in the Southeast Bank of Maitland in which monies that are placed on deposit with the City for specific purposes are deposited and accounted. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; motion carried. Motion was made by Councilman Daniels that on or about October 1, 1976 we establish a separate account with the Southeast Bank of Haitland entitled IIpolice Department Educational Fundll in which monies collected for the education of policemen will be deposited and against which educational expenses of policemen will be charged. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; motion carried. Motion was made by Councilman Sines to accept the Paving and Drainage Facilities of Ranchlands Section IX - accepted subject to the accomplishment of the engineering items listed in Clark Dietz letter of August 12th. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; motion carried. Hr. Cal Conklin, City Engineer, "\vas present to discuss the Regional Se1;ver 11201" Program. Councilman Sines said the main point on this Regional System is to apply for a grant so that we can get 75% funding from the Government for this study. Hr. Conklin said we \vould not have to pay for any of the t'70rk that has been done to date, and the City's share for work they are proposing to be done ,.ould be $1500 with the two utility companies pledging $2500 each. Mr. Conklin said only by involvement will we be able to see if we have an organization that suits the City's needs. Councillnan Sines recoITm1endation was to apply for the grant. (Resolution No. 166 gives authorization to the r1ayor to make application; Resolution No. 167 authorized the City Engineer to prepare the application and Resolution No. 168 is assurance of compliance of the Civil Rights Act.) Mayor Piland read the letter from the Hacienda Village Women's Club expressing their appreciation to the Police Department. He also read the thank you card and ackno\.;rledged receipt of the $50.00 check to the Donna Hhite fund for the purchase of a boat for the Fire Department. Mrs. Helen Green received the check.
